First Military Recruitment are currently seeking a Finance Manager on behalf of one of our clients.
This role is responsible for providing corporate finance services including planning, in-year management, project accounting and governance, investment appraisal and financial reporting. The role is also responsible for recharging the consumption of digital services to customer organisations.

Duties and Responsibilities:
Delivery of long-term planning submissions and Annual Budgeting Cycle, including options. Delivery of in-year budget and forecast, coordinating monthly submissions and commentary packs in line with the consolidated review timetable. Ensure accounts are robust and that associated project account, asset delivery and inventory information is accurately maintained and reconciled. Undertake reviews of business cases, financial accounting returns, processes and contribute to continuous improvement initiatives. Ensure delivery of a robust compliance and governance framework including discharge of effective financial requirements, value for money and affordability scrutiny, assurance and financial concurrence within delegated authority. Effectively manage resources within area of responsibility to deliver value for money. Provision of cost models to support evaluation of industry bids and to provide robust evidence in support of financial approvals. Continued development of recharging models and supporting instructions. Working with service groups to develop and validate financial MI to support recharging of foundry services to customers either through direct or indirect billing. Co-ordination of indirect billing (financial journals) once recharging values have been agreed between project team and customers. Monthly reconciliation of recharging and input into the monthly forecast reviews. Skills and Qualifications:
Holds or is working towards recognised professional financial qualifications. Proficient IT skills. Strong financial governance and control experience. In year budget and financial management. Sound understanding of Government Finance principles. Financial planning and forecasting expertise. Experience with investment appraisals and business cases. Charging / billing experience. SC (Security Clearance). Desirable:
Defence background would be advantageous. CP&F knowledge helpful. Location: Corsham
