Finance Manager – Housing/HRA
Location: Bristol
Contract: Permanent
Salary: £53,807 - £56,089 per annum

Job Description
Service Care Solutions are currently recruiting on behalf of a Local Authority in Bristol for a Finance Manager (Housing/HRA) to join the team on a permanent basis. The role is integral in supporting the development of the HRA 30-year plan as well as being able to get involved in some exciting and innovative projects and programmes of work with the transformation underway. This post has line management responsibility for a team of 5 and reports to the Finance Business Partner.

Main Responsibilities
  • Trusted advisor to senior members of the council on financial matters. That includes setting annual budgets as well as ensuring short, medium, and long-term forecasts are robust.
  • Indentify, analyse and report on the financial implications of new initiatives in your area of responsibility.
  • Support the ring-fenced accounts as required for your remit, including annual update of the 30-year HRA Business Plan and associated model and involvement and update of the financial information for the DSG
  • Provision of monthly reporting, analysis and insight on the performance of each budget. Reporting to include insight on what is driving performance, what actions can be taken to remediate any performance gaps and what actions can be taken to improve performance.

CandidateCriteria
  • CCAB/CIMA Qualified Accountant with extensive experience
  • Experience of HRA and Housing Finance in a Local Authority setting
  • Experience of developing the HRA 30-year plan and closing accounts processes
  • Experience of managing a team within an effective Housing service
  • Great communication skills with the ability to work well on own initiative as well as part of a team
