Job Description Summary:

Governor Support Officer - Grade 6 - £29,540 - 32,061 (actual salary for this position would be £17,320 - £18,798)

This is a Part Time, Permanent position for 25 hours a week, Term Time only.

Proposed start date 1st September 2026 subject to clearances.

ROLE AND PURPOSE

To provide a professional clerking, advice, guidance and information service to academy/school governing bodies, committees and trust boards to the specification of the service level agreement. To assist in the provision of other support services to school governors and trust board directors and members. To ensure that school governors have access to a wide range of training and advice on issues such as pupil exclusions, pupil admissions, pupil attendance, special educational needs services, school staffing and personnel issues, finance, health and safety. To provide updates and advice on the Local Authority’s view with regard to a wide range of issues and national developments in education.

 

PRINCIPAL ACCOUNTABILITIES:
    1. To promote and safeguard the welfare of children, young people and/or vulnerable adults (Service Area to include where appropriate)

    2. Provides an efficient and effective clerking and advisory service to school governing bodies and trusts in accordance with the requirements of the service level agreement / contract.

    3. Represents the Director of Children, Young People and Family Services, as clerk to governing bodies/trust boards, advising and/or referring to the appropriate managers within the Council.

    4. Advises governors and Head teachers on all matters relating to school governance, including new and changing legislation and policies, both at and between meetings.

    5. Plans meetings of allocated schools to match resources with individual schools’ and governing bodies’ needs and objectives.

    6. Prepares agenda and supporting papers for meetings, takes notes in order to produce accurate minutes as a legal record, and takes action on minutes to meet appropriate deadlines; ensures that timescales detailed in the specification are met. Researches issues and prepares reports for governing bodies / trusts.

    7. Assists in the administration of the governor training programme, including liaison with trainers to ensure appropriate course provision.

    8. Participates in the review of the Governors’ Team development plan and the setting of team objectives each year. Implements aspects of the plan ensuring work is of a high standard and completed within agreed timescales.

    9. Updates the governors’ database and identifies areas for development/improvement for individual schools, governing bodies and trust boards in order to respond to identified needs.

    10. Attends pupil exclusion hearings, ensuring that they are conducted fairly, in accordance with DfES guidance, and follow agreed procedures. Gives advice, information and the Local Authority and/or national view to governors, Head teachers and those with parental responsibility on the law and on guidance relating to exclusions.

    11. Attends meetings relating to issues of school staff discipline/dismissal and ensures that governors have access to advice and the relevant senior officers in the Local Authority; co-ordinates the circulation of relevant information and papers for the meetings.

    12. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
