Head of Housing Operations & Investments

We are seeking an experienced and commercially minded Housing Leader to provide strategic direction and oversight across a diverse housing and property portfolio on behalf of a London-based public sector organisation.

This is an opportunity for an accomplished housing professional to take responsibility for the performance, financial sustainability and future development of established housing operations, combining strong commercial awareness with a detailed understanding of housing management, governance and regulatory requirements.

The successful candidate will work closely with senior leadership, corporate stakeholders and governing boards, playing a central role in strengthening operational performance, identifying investment opportunities and ensuring housing services deliver positive outcomes for residents.

Key Responsibilities

Provide strategic leadership and oversight across housing operations, property assets and associated commercial activities.

Develop and deliver robust business plans that support financial sustainability, operational improvement and long-term organisational objectives.

*

Oversee housing performance, including rent collection, voids, repairs, tenant satisfaction, complaints, compliance and asset management.

*

Provide financial and commercial oversight, ensuring effective budgeting, forecasting, investment appraisal and value for money.

*

Work closely with governing boards and senior stakeholders, providing clear performance reporting, strategic advice and assurance.

*

Identify opportunities for housing investment, property acquisitions, portfolio growth and commercial development.

*

Strengthen governance, risk management and internal controls while ensuring compliance with relevant housing legislation and regulatory standards.

*

Oversee housing asset management, building safety, maintenance obligations and longer-term investment requirements.

*

Lead service improvement initiatives, challenging existing practices and delivering measurable improvements in performance and efficiency.

*

Develop strong working relationships across housing, finance, legal, property and commercial functions.

About You

We are particularly interested in speaking with candidates who can demonstrate:

Significant senior leadership experience within a Housing Association, Registered Provider, Local Authority housing service or commercially focused housing organisation.

*

A strong understanding of housing operations, affordable housing, temporary accommodation and the wider social housing sector.

*

Proven financial and commercial management experience, including business planning, investment decisions and financial performance.

*

Experience working with governing boards, senior executives and complex organisational governance arrangements.

*

Sound knowledge of housing regulation, landlord compliance, building safety, repairs and asset management.

*

Experience improving operational performance, managing organisational risk and delivering sustainable service improvements.

*

The ability to balance commercial objectives with resident outcomes and wider public sector priorities.

*

Excellent stakeholder management, influencing and communication skills, with the confidence to operate at a senior strategic level.
