Salary: £110,000 + 20% Bonus (up to 40%) + £6,600 Car Allowance

The Opportunity
This is a unique opportunity to form part of the leadership team for a newly established consulting capability within a major international technology, business services and transformation organisation.
The organisation is investing in a specialist Public Sector Service Transformation practice focused on the modernisation of critical, high-volume public services. This role offers the opportunity to shape how Government delivers mission-critical services at scale, leveraging AI, automation and industrialised delivery models to fundamentally redesign public service delivery.
The remit spans transformation of core citizen-facing services including employability and welfare services, courts and justice administration, visa and immigration administration, and grants and funding administration.
You will work with Ministers, elected representatives, political stakeholders, Senior Civil Servants, Director-level public servants, local authority leaders and wider public service teams to translate Government priorities into tangible, outcomes-driven transformation programmes.
This role combines advisory expertise with industrialised execution, leveraging digital platforms, AI and scalable delivery models including shared services and business process outsourcing. You will act as the bridge between strategy and execution, shaping transformation agendas while ensuring they are delivered at scale.
Role Responsibilities
Relationship, Sales & Bid Leadership
Define and own the Public Sector Service Transformation consulting vision, market positioning, value propositions, commercial models and go-to-market plans.
Build and maintain senior relationships across Government, Public Sector organisations, agencies, local authorities and wider public services.
Originate and convert sales opportunities, particularly those aligned to outsourcing, managed services and major public service transformation.
Lead the full sales lifecycle, including qualification, solution design, proposal development and commercial negotiation.
Lead public sector framework opportunities, competitive bids and major pitch presentations.
Develop tailored recommendations that respond to Government priorities and citizen service needs.
Drive thought leadership and support market-facing activity, including events, roundtables and conference speaking.
Client Delivery & Engagement Leadership
Lead service transformation programmes from strategy through implementation and benefits realisation.
Translate policy and Government priorities into practical service design and delivery models.
Lead citizen-focused transformation across high-volume public services.
Act as Engagement Lead on large-scale programmes and provide senior oversight, SME input and stakeholder relationship management.
Manage governance, risk, financial performance and stakeholder alignment.
Ensure consulting outputs are aligned to digital, AI-enabled and scalable operational delivery models.
Deliver measurable outcomes including improved citizen experience, operating efficiency, cost reduction and service performance.
Practice Development & Leadership
Build and grow a differentiated citizen-focused service transformation consulting practice.
Develop integrated offerings combining advisory, technology and delivery.
Create reusable assets, methodologies and thought leadership showcasing end-to-end transformation capability.
Strengthen collaboration between consulting and delivery teams.
Recruit, coach and develop consulting talent.
Own revenue, margin and utilisation targets for the service transformation consulting team.
Essential Skills & Experience
10–20+ years' experience in technology-enabled, citizen-focused Public Sector transformation.
Consulting experience in a boutique, Big 4 or equivalent environment, or similar experience scoping and leading transformations within the Public Sector alongside consulting experience.
Existing network of senior Public Sector clients and experience building new senior client relationships.
Track record in originating and closing sales, writing formal bids and leading pitch presentations.
Experience designing and developing technology-enabled solutions that address complex public service challenges.
Experience leading AI and technology-enabled service transformation programmes that deliver tangible outcomes.
Experience developing new consulting practices, propositions, methodologies and teams.
Extensive experience of citizen-centric service transformation, service design and citizen journey mapping.
Strong understanding of Government structures across central Government, local Government and agencies.
Ability to translate policy development into service delivery models.
Knowledge of key public service domains such as health, welfare, housing, justice, immigration, education and citizen services.
