Head of Service - Quality Assurance, Partnerships & Safeguarding
Purpose of the Role
To provide strategic leadership for Quality Assurance, Partnerships and Safeguarding services, ensuring children, young people and families receive high-quality support that improves outcomes and keeps them safe.
The postholder will provide expert advice to the Assistant Director, Director and Elected Members on national policy, legislation, safeguarding practice and service improvement. They will lead quality assurance and performance frameworks, oversee safeguarding arrangements and drive continuous improvement across Childrens Services.
Key Responsibilities Lead and manage Quality Assurance, Safeguarding and Partnership functions across Childrens Services. Ensure children and young people are effectively safeguarded and achieve positive outcomes. Develop and implement robust quality assurance, audit and performance management frameworks. Lead service improvement activity, ensuring learning from audits, inspections and reviews translates into improved practice. Provide strategic leadership for multi-agency safeguarding partnerships and represent the Authority at local, regional and national forums. Monitor performance and practice standards, ensuring local and national expectations are met or exceeded. Provide expert professional advice and challenge to senior leaders, Members and partner agencies. Lead preparation for Ofsted inspections and other regulatory reviews. Essential Experience Significant senior management experience within Childrens Services. Strong track record in safeguarding, quality assurance and practice improvement. Experience of leading multi-agency partnerships and delivering measurable service improvements. Strong understanding of Ofsted frameworks, statutory guidance and national policy. Key Outcomes Improved outcomes for children, young people and families. Strong safeguarding practice and effective risk management. High-quality services that achieve local and national performance standards. Effective partnership working that delivers sustainable improvement.
