The Role

We are delighted to be supporting a growing Traffic Management business with the appointment of an experienced Health & Safety Manager. This is a newly created opportunity for a health and safety professional who is looking to take ownership of a high-profile function and play a key role in shaping safety standards across a growing highways and traffic management operation.

Reporting directly to the Group SHEQ Director, you will take a lead role in driving the Health & Safety agenda across the business, providing expert advice, visible leadership and practical support to operational and senior management teams.

This is a role with genuine scope and influence. You will be responsible for ensuring the business continues to meet the highest standards of health, safety and compliance, whilst developing and embedding robust systems, processes and initiatives that support continual improvement.

Working closely with depot teams, supervisors and frontline employees, you will have a visible presence across the operation and will be instrumental in promoting a proactive safety culture. You will also work closely with stakeholders across the wider business to ensure consistency, accountability and best practice are maintained.

The role offers a varied working environment, combining remote working, depot-based support and regular site visits. As such, the position would suit an experienced Health & Safety professional who enjoys being close to operations, building strong relationships and making a tangible difference across a business.

Key Responsibilities

* Lead the development, implementation and continuous improvement of the Traffic Management Health & Safety Strategy.

* Act as the principal Health & Safety advisor to the business, providing expert guidance and support to operational management and senior leadership teams.

* Ensure all activities comply with Group policies, procedures, management systems, relevant legislation, industry standards and client requirements.

* Maintain compliance with ISO 9001, ISO 14001 and ISO 45001 requirements, supporting audits, management reviews and continual improvement initiatives.

* Ensure traffic management operations comply with relevant legislation, codes of practice and industry standards, including Chapter 8, Street Works legislation, NHSS requirements and client specifications.

* Lead the development, review and approval of Risk Assessments, Method Statements, Safe Systems of Work and Traffic Management Plans.

* Ensure operational controls remain proportionate, effective and compliant with current legislation and industry requirements.

* Conduct regular site inspections, safety tours, depot visits and operational reviews, identifying emerging risks and implementing proactive measures to improve safety performance.

* Lead investigations into accidents, incidents, near misses, unsafe acts and RIDDOR-reportable events, ensuring effective root cause analysis and appropriate corrective and preventative actions.

* Present investigation findings, trends and recommendations to senior management and ensure lessons learned are communicated and embedded across the business.

* Support claims defensibility through the effective collection, management and preservation of relevant evidence and records.

* Develop and manage the Health & Safety audit and assurance programme, conducting depot, site and management system audits to ensure consistent compliance and performance.

* Monitor and report on key Health & Safety performance indicators, including accident frequency, near miss reporting, safety observations, audit compliance, corrective action closure and training compliance.

* Produce regular Health & Safety performance reports, trend analysis and management summaries for senior leadership.

* Develop and deliver safety campaigns, stand-downs, briefings and awareness initiatives to engage employees and improve safety standards

* Identify Health & Safety training and competency requirements, maintaining accurate training matrices and compliance records.

* Support the development of supervisors, managers and operational teams through coaching, mentoring and professional guidance.

* Ensure compliance with Lantra, NHSS and client-specific training and competency requirements.

* Lead occupational health and wellbeing initiatives, including health surveillance programmes and associated compliance requirements.

* Provide visible Health & Safety leadership across depots, sites and operational teams, driving consistency, accountability and continual improvement.

Essential Qualifications & Experience

* Minimum 5 years' experience in a Health & Safety management role.

* Significant experience within the Traffic Management, Highways or Civil Engineering sectors.

* NEBOSH General Certificate or equivalent (minimum requirement).

* Relevant Lantra Traffic Management qualifications (Desirable).

* Strong understanding of:

1. Chapter 8

2. Street Works legislation

3. NHSS requirements

4. ISO 45001 management systems

5. Incident investigation techniques

Desirable Qualifications & Experience

NEBOSH Diploma or equivalent.

GradIOSH or Chartered IOSH membership.

Auditor qualification covering ISO 9001, ISO 14001 or ISO 45001.

Mental Health First Aid qualification.

Temporary Traffic Management design or operational experience
Only candidates based in UK and eligible to work in UK are allowed
