PATH seeks a Health Information Systems Officer for the STRengthening Infectious disease DEtection Systems (STRIDES) Project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health.

The Health Information Systems Officer will provide technical and operational support for the design and implementation of interventions to strengthen health information systems for the STRIDES global portfolio. Working in close collaboration with government and sectoral partners, the Officer will support efforts to modernize and integrate surveillance systems through digitalization of data flows, increased interoperability between platforms, and improved cross-sector data sharing. The role will contribute to strengthening health data analytics, visualization, and geospatial mapping, as well as enhancing automated alert generation to support timely detection, risk assessment, and response to public health threats. She/he will work close closely with the global Health Information Systems Lead and Surveillance lead to coordinate on the technical aspects of surveillance and health informatics system activities.

Responsibilities:

  • Provide support and oversight for the integration of indicator/event/community-based surveillance (IBS/EBS/CBS), antimicrobial resistance (AMR) and laboratory data streams across human and animal health, into national digital platforms (e.g., DHIS2, SORMAS), ensuring interoperability and alignment with global standards.

  • Lead the development of interoperability architecture connecting DHIS2 with priority systems (e.g., LIMS, SORMAS, EWARS).

  • Develop and maintain integrations between DHIS2 and other systems using APIs and web services.

  • Build and optimize ETL pipelines for data extraction, transformation, and loading from multiple sources (including DHIS2).

  • Implement data quality checks and ensure the integrity and reliability of data workflows.

  • Design, develop, and maintain interactive dashboards using tools such as Power BI or Superset.

  • Contribute and gradually lead the design and development of new applications or features using programming languages (Python, Java, JavaScript, or SQL).

  • Work with regional and country teams to conduct assessments of surveillance architecture, data flows, and system interoperability across human and animal health sectors.

  • Assist with the development of secure data-sharing protocols and governance frameworks to support multisectoral collaboration and sustainability.

  • Collaborate with government stakeholders and partners to ensure HIS systems are responsive to national priorities and sustainably institutionalized.

  • Facilitate regular data-sharing forums and technical workshops to review outputs, troubleshoot issues, and promote coordination across sectors.

  • Support country and partner technical staff to ensure project activities are on track and informed by technical expertise.

  • Review and revise project and donor reports; contribute to publications, external communications, and technical documentation.

Required Skills and Experience:

  • Master’s degree or international equivalent in information systems, health informatics, computer science, epidemiology, public health, or a related field.

  • Minimum 5 years of experience in HIS implementation, digital health systems, and surveillance strengthening in LMICs.

  • 3+ years hands-on experience with DHIS2 configuration and Web API.

  • Proven experience with DHIS2, SORMAS, or similar platforms for health data management & visualization.

  • Proven experience integrating at least two external systems (i.e. DHIS2, LIMS, LMIS, CRVS, surveillance).

  • Strong knowledge of REST APIs, JSON, XML, interoperability standards, middleware platforms and SQL.

  • Proficiency in dashboard development, data management and analytic software e.g., MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata.

  • Strong understanding of infectious disease surveillance, data governance, and multisectoral coordination.

  • Demonstrated ability to analyze complex data systems and recommend context-sensitive solutions.

  • Experience working on large USG-funded projects or technical implementation in public health.

  • Strong analytical and training skills, with contributions to publications, reports, or tool development.

  • Prior experience in animal health, zoonotic diseases, or One Health collaborations.

  • English required, and French/Portuguese/Spanish strongly desired.

  • Willingness to travel internationally up to 25%.
