Job Description - Heat in Buildings Bill Team Leader - C1

Description

This opportunity is only open to applicants who are Scottish Government employees, and are currently 'Priority Movers'. Applications from individuals not currently on the Priority Mover list will be rejected and not considered.

Overview

We have an opportunity for a C1 to join our division for 18 months to lead on the introduction and passage of a Heat in Buildings Bill. This is an excellent opportunity for someone interested in very high profile policy work, Ministerial and stakeholder engagement, and potentially with skills / experience in the introduction of Parliamentary legislation.

The Heat in Buildings Division within DECC is responsible for delivering SG policy to decarbonise the heat used in our homes and buildings. This involves policy, regulation and financial support aimed at supporting and accelerating the growth of clean heating systems (like heat pumps and heat networks) as well as making homes and buildings more energy efficient and therefore requiring less energy / expense to keep comfortably warm.

The Heat in Buildings Bill is an essential component of this work. It will contain provisions giving Ministers powers to regulate the energy performance of Scotland’s buildings and accelerate the growth of (clean) heat networks. A great deal of work has already gone into developing and drafting this Bill, which now has a provisional introduction slot in March 2027. This post will lead on finalising the Bill pack and drafting ahead of that introduction, then oversight of the Bill’s passage.
