Housing Change & Improvement Lead

1 Year Contract With A Local Authority

To lead the delivery of a portfolio of strategic housing transformation, redesign and service improvement programmes across Housing Operations, ensuring projects are delivered on time, within budget and to the required quality standards.

The postholder will provide dedicated programme leadership and change management expertise to support the Housing Directorate’s large-scale service redesign programme, coordinating stakeholders, managing governance arrangements, monitoring risks and dependencies, and ensuring the successful implementation of organisational change.

Working closely with Housing Leadership, HR and corporate services, the role will support the development of business cases, operating models, improvement plans and change documentation to deliver sustainable and effective service transformation.

Key Responsibilities

• Lead the delivery of a portfolio of housing transformation, redesign and service improvement projects.
  
  
  


• Develop and maintain comprehensive programme plans, project plans and implementation schedules.
  
  
  


• Coordinate the Housing Redesign Programme and ensure delivery against key milestones and objectives.
  
  
  


• Map, monitor and manage programme dependencies, interdependencies and critical paths.
  
  
  


• Produce business cases, cases for change and supporting documentation to underpin service transformation proposals.
  
  
  


• Support the review and redesign of housing structures, operating models and service delivery arrangements.
  
  
  


• Identify opportunities to improve service delivery, operational effectiveness and customer outcomes.
  
  
  


• Establish and maintain effective project governance arrangements and reporting structures.
  
  
  


• Track programme risks, issues, actions and decisions, ensuring appropriate mitigation measures are implemented.
  
  
  


• Produce high-quality reports, presentations, briefing papers and programme updates for senior stakeholders.
  
  
  


• Facilitate workshops, meetings, consultations and engagement sessions with senior managers and stakeholders.
  
  
  


• Work closely with Assistant Directors, Heads of Service, HR and Corporate Services to secure programme delivery.
  
  
  


• Coordinate and monitor project workstreams to ensure alignment with strategic objectives.
  
  
  


• Support organisational change initiatives and implementation planning.
  
  
  


• Monitor project budgets, resources and timelines, ensuring value for money and effective resource utilisation.
  
  
  


• Develop performance measures and reporting frameworks to assess programme success and benefits realisation.
  
  
  


• Build strong working relationships with internal and external stakeholders.
  
  
  


• Provide strategic and operational support to the Director of Housing Operations and Housing Transformation Lead.
  
  
  


• Support the implementation of continuous improvement initiatives across Housing Services.
  
  
  


• Ensure all programme activities comply with corporate policies, governance requirements and best practice project management methodologies.
  
  
  

Requirements

Essential

• Significant experience leading complex change, transformation or organisational redesign programmes.
  
  
  


• Experience delivering large-scale service improvement projects within a complex organisation.
  
  
  


• Experience developing business cases, operating models and change documentation.
  
  
  


• Strong programme and project management skills.
  
  
  


• Experience establishing governance frameworks and managing programme reporting.
  
  
  


• Experience managing risks, dependencies and stakeholder engagement activities.
  
  
  


• Experience working with senior leaders and managing competing stakeholder priorities.
  
  
  


• Excellent written communication skills, including report writing, briefing papers and presentations.

• Experience within Local Government.
  
  
  


• Experience within Housing Services, Housing Operations or Housing Management.
  
  
  


• Project Management qualification such as PRINCE2, MSP, APM or equivalent.
  
  
  


• Experience supporting organisational restructures and service redesign projects.
  
  
  


• Experience working in politically sensitive environments.
  
  
  


• Knowledge of housing legislation, policy and regulatory requirements.
  
  
  


• Experience delivering transformation programmes involving workforce and operating model changes.
