Housing Enforcement Lead Officer

We are seeking an experienced Housing Enforcement Lead Officer to join a proactive local authority housing service, providing leadership across Private Sector Housing and wider housing-related functions. This is an excellent opportunity for a senior housing professional to lead a team, drive service improvements and oversee complex enforcement activity while helping shape the future direction of housing services.

Key Responsibilities

• Provide technical and operational leadership across Private Sector Housing functions.

• Lead and support the delivery of housing enforcement initiatives, ensuring compliance with current legislation and regulatory requirements.

• Act as the lead officer for complex housing investigations, enforcement action and high-profile casework.

• Oversee work relating to housing standards, HMO licensing, property licensing schemes and housing condition enforcement.

• Support the implementation of emerging housing legislation and policy developments, including Renters' Rights reforms.

• Mentor and develop officers within the team, providing guidance on legislation, investigations and enforcement procedures.

• Ensure service standards, performance targets and compliance requirements are consistently achieved.

• Prepare and review legal documentation, witness statements and evidence for prosecutions, appeals, tribunals and court proceedings.

• Contribute to service planning, transformation projects and continuous improvement initiatives.

• Build effective relationships with internal departments, external partners, landlords and residents.

About You

• Significant experience in a Private Sector Housing or Housing Enforcement role within a local authority setting.

• Strong working knowledge of housing legislation, HHSRS, HMO licensing and housing enforcement practices.

• Proven experience managing complex enforcement cases from investigation through to resolution.

• Experience providing leadership, supervision or technical guidance within a housing team.

• Ability to interpret legislation and apply it effectively to varied housing situations.

• Experience preparing enforcement cases and supporting legal proceedings.

• Excellent communication, organisational and stakeholder management skills.

• A proactive approach to service improvement and delivering positive outcomes for residents
