Job Description - Housing Officer




3 months contract with a Local Authority





Umbrella - £22.09 per hour - Umbrella





Job Purpose



As a Neighbourhood Housing Officer, you will deliver a customer-focused housing management service to tenants and leaseholders, ensuring communities are safe, sustainable, and well-managed. You will manage a varied caseload covering tenancy management, estate inspections, income collection, arrears recovery, tenancy enforcement, anti-social behaviour, estate management, and tenancy sustainment.



Key Duties/Accountabilities




  • Undertake estate inspections, estate walkabouts, and property inspections.



  • Carry out tenancy reviews, tenancy audits, and settling-in visits.



  • Manage tenancy-related issues, including breaches of tenancy conditions.



  • Investigate and respond to anti-social behaviour and unacceptable behaviour reports.



  • Identify vulnerable tenants and make referrals to support services where appropriate.



  • Support tenants in sustaining their tenancies and maintaining independence.



  • Manage rent arrears cases and negotiate repayment arrangements.



  • Carry out home visits, office interviews, and customer meetings.



  • Assist with welfare benefit applications and tenancy-related support.



  • Prepare and serve legal notices and support legal enforcement processes.



  • Attend possession hearings, court proceedings, and evictions where required.



  • Conduct pre-void inspections and support the re-letting of empty properties.



  • Undertake viewings, tenancy sign-ups, and welcome visits.



  • Work collaboratively with housing, finance, support services, property teams, and external agencies.



  • Maintain accurate records, case notes, reports, and performance data.



  • Ensure safeguarding concerns are identified and reported appropriately.




Essential Experience Required




  • Minimum 3 years' experience working within Housing Management, Tenancy Management, or a similar Local Authority/Registered Provider role.



  • Experience undertaking estate inspections and tenancy reviews.



  • Experience managing rent arrears and income recovery cases.



  • Experience investigating tenancy breaches and anti-social behaviour.



  • Experience preparing legal notices and supporting possession proceedings.



  • Knowledge of housing legislation, regulation, and case law.



  • Experience working with vulnerable customers and complex needs.



  • Experience managing a busy caseload and meeting performance targets.



  • Experience working with housing partners, stakeholders, and external agencies.



  • Excellent customer service, negotiation, and communication skills.




Essential Qualifications Required




  • GCSEs (or equivalent), including English and Mathematics.



  • Full UK Driving Licence.



  • Access to a vehicle for business use.



  • Ability to obtain business insurance for work-related travel.



  • Strong IT skills and experience using housing management systems.



  • DBS Check required.




Additional Information to Note




  • Working hours: 37 hours per week.


  • Location split between Corby and Kettering.



  • Approximately 60% of the role is site-based.


  • Full UK Driving Licence and access to a vehicle required.



  • Business insurance required.



  • DBS required.



  • Interview Process: Teams interview.
