HSE Manager

Elevation Recruitment Group are recruiting a HSE manager for a dynamic and fast-growing business operating in the chemical sector. A COMAH site, they are committed to ensuring the highest standards of safety, environmental stewardship, and operational excellence. The business are currently a 25 head operation and growing rapidly.

The role will be to lead, manage and continuously improve Health, Safety, and Environmental (HSE) management systems and practices, ensuring full compliance with COMAH regulations, environmental permits, and health & safety legislation. The HSE Manager will be the primary point of contact with the Competent Authority (HSE/EA), maintain and develop the COMAH Safety Report, and embed a strong safety culture at all levels of the business.

• Lead the review, maintenance and submission of the COMAH Safety Report and associated documentation.
• Act as the primary liaison with HSE, EA and other regulators.
• Manage and ensure compliance with environmental permits, discharge consents, and hazardous waste regulations.
• Lead preparations for COMAH inspections and audits (HSE/EA).
• Maintain and improve the ISO 45001 certified management system.
• Develop and implement proactive risk management strategies (DSEAR, PUWER, LOLER, COSHH, etc.).
• Lead incident investigations and root cause analyses (e.g., 5 Whys, Fishbone, TapRooT).
• Champion near-miss and incident reporting culture.
• Oversee environmental monitoring, spill prevention, and waste management in line with ISO 14001.
• Identify and manage environmental risks including air emissions, effluent discharge and chemical storage.
• Deliver HSE training, toolbox talks, and induction programmes.
• Drive safety culture transformation through engagement, communication, and behavioural safety initiatives.
• Develop competency frameworks for key COMAH roles (e.g., site incident controller, emergency responders).

• NEBOSH Certificate
• Extensive experience particular role within Upper Tier COMAH environments
• Strong working knowledge of COMAH, DSEAR, REACH/CLP, and EPR regulations
• Proven experience working with ISO 14001 and ISO 45001 management systems
• Experience with risk assessments (HAZOP, Bowtie, etc.) and emergency planning
• Degree in Environmental Science, Chemistry, Chemical Engineering, or related discipline
• Process Safety knowledge (e.g., layers of protection, SIL assessments)
