Opportunity to join the Independent Appeals Service at Hampshire County Council, working part time hours, using your administrative skills and providing advice to ensure families experience a fair appeals process.

The Role:

Joining the Independent Appeals Service as a Clerk you will be helping to ensure children in Hampshire receive a fair hearing if their parent or guardian appeal the school place they have been offered or appeal a decision to permanently exclude. You will play an important role in advising the Appeal Panel regarding application of the Appeals Code to support their decision making.


 


The Independent Appeals Service sits within the corporate centre of Hampshire County Council, independent of the Directorate that oversee allocation of school places and provide support to schools.


 


This role is offered on an Annualised Hours basis with starting salary £25.37 per hour, plus holiday pay. 


 


The contract is for around 300 to 500 hours per year, pay averaged across the year. Specific hours will be agreed with the successful candidate.


 


You will work from home with occasional meeting room venues across Hampshire.


 


Hours per week will be variable dependent on appeals demand with an annual peak in workload for the months April-July, attending hearings held between 9:00am and 5:00pm within school term time, prep and follow up work flexible.

What you’ll do:


  • Attend hearings of Independent Appeal Panels and take digital notes of what is said.

  • Provide advice to Panel Chairs regarding the processes and procedures to be followed in a hearing based on the School Admission Appeals Code.

  • Provide support to appellant representatives and school representatives to join hybrid hearings over Microsoft Teams.

  • Write Decision Letters informing all parties of the outcome of the appeal within 5 school days of the hearing.

  • Act impartially and be seen to ensure the appeal process is fair and undertaken in line with the principles of natural justice.

  • Work as part of a small team of clerks on annualised hours, alongside a small number of full and part time back office employees, and the Panel Members and Panel Chairs who are Volunteers.

What we’re looking for:


  • An experienced administrator confident in using Microsoft Office applications.

  • Ideally experience of Microsoft Teams.

  • Experience working to established processes and procedures.

  • Experience of providing advice on the application of policies would be an advantage.

  • Experience working with volunteers would be a benefit.

  • Ability to travel to hearings held in Winchester, or at other locations across Hampshire.
