Job Description - IT Delivery Lead - Policy, Strategy & Digital

What's involved with this role: Interim IT Delivery Lead - Policy, Strategy & Digital Reference no: Bristol 5250994 Pay rate: £395.88 per day PAYE Hours per week: 37 Monday to Friday, normal working hours This opening assignment is for 12 months (approx) City: BRISTOL Initially be managing a project to replace the hybrid technology and audio-visual equipment in the council, including the council chamber. Specific experience in this area is not essential, but would be helpful, as would local government experience. Key responsibilities: Manage the successful delivery of one more complex technical IT implementations on time, to budget and quality, through appropriate adherence to the City Council’s technical and architectural standards, reporting to the Head of Digital Strategy & Transformation and ultimately bringing the implementation(s) to successful completion.
Manage the budgets allocated to their technical implementations, in accordance with the City Council’s financial procedures and regulations; managing actual and forecast expenditure to within agreed tolerances and reporting variances to the Head of Digital Strategy & Transformation as necessary.
Prior to the commencement of a technical implementation, lead the business in exploring options, fully costing these, identifying the optimum technically feasible solution, and defining realistic and measurable benefits (including establishing suitable benefit owners and putting in place appropriate benefit realisation plans), to support informed decision making.
Build, maintain and execute a fully integrated, realistic and deliverable end to end technical implementation plan (including any standalone contingency, transition, testing and/or training plans), identifying key milestones, dependencies, resource requirements, critical path and associated assumptions, in line with any overarching departmental plans (as applicable).
Support and enable delivery, departmental management processes and business decision-making bodies as appropriate.
Monitor and manage resources involved with the technical implementation, forecasting future requirements and ensuring all change requests, establishing their potential consequences, assessing against pre-agreed tolerances and putting forward change requests for approval by the Head of Digital Strategy & Transformation, where appropriate.
Successfully manage risks and issues through effective analysis, mitigation and contingency planning, ensuring the risk reviewed and shared with relevant colleagues - in accordance with the corporate Risk Policy.
Engage the relevant stakeholders, ensuring effective communication is maintained throughout the lifecycle through the Communication Plan and monitoring of feedback. Qualifications: Relevant degree/ qualification Knowledge: Have a working knowledge of Microsoft office applications or equivalent including the following: email (outlook or equivalent), word processing (word or equivalent), spreadsheets (excel or equivalent) using the internet (internet explorer or equivalent) Have a willingness to learn new applications and technology as appropriate.
Familiarity with enterprise IT architecture principles (e.g. TOGAF, Zachman), with established project management methods (both Waterfall and Agile), and with programme management methods (e.g. MSP) - desirable Experience: Experience in an IT Delivery Lead (or equivalent) role within a change environment with detailed knowledge of principles, methods, techniques & tools associated with the implementation of complex technical solutions and how to apply them to best effect and measurable benefit.
Evidence of success in building and managing effective working relationships with stakeholders at all levels of authority; building and managing effective project teams.
Evidence of effective risk and issue management within a technical system implementation context. Skills & Abilities: Demonstrable skills in the application of effective tools and techniques to plan, sequence and dependency manage – and using these to effect when things don’t go to plan.
Skilled at challenging the accepted way of doing things, seeing answers to problems and offering innovative solutions in a way that supports informed decision-making.
Excellent organisation, time management and prioritisation skills with the ability to demonstrate consistent completion of assigned tasks within agreed time- scales, costs and quality constraints.
Influential and persuasive communicator, with a high standard of written and verbal communication skills.
Able to demonstrate knowledge and/or experience of equalities and diversity issues and their relevance to the Delivery Lead role. ALD
