Senior Development Surveyor Swindon Borough Council Swindon, Wiltshire £400-£500 per day - Inside IR35 Initial 6-month contract
Carrington West is working with Swindon Borough Council to appoint an experienced Senior Development Surveyor to provide strategic property and development advice across the Council's commercial, residential and agricultural estate.
The portfolio includes farmland, approximately 300 commercially leased sites and a number of residential assets with significant development potential.
The Role
Key responsibilities include: · Providing professional development advice across commercial, residential and agricultural property · Undertaking development appraisals on brownfield and greenfield sites · Developing disposal and joint venture strategies to generate capital receipts and deliver retained investment assets · Negotiating joint venture agreements with developers and third parties to support regeneration projects · Managing commercial and agricultural lettings, renewals and tenancy matters · Identifying opportunities to maximise the value and development potential of the Council's estate · Negotiating acquisitions, disposals, easements, wayleaves, licences and rights of way · Providing property advice to multidisciplinary teams across residential, retail, commercial and industrial projects · Preparing reports, Cabinet papers, briefing notes and recommendations · Managing and developing a small team of property professionals · Ensuring valuation and property work complies with RICS, CIPFA and statutory requirements
About You
You will be an experienced development or estates professional with a strong track record of delivering complex property and regeneration projects. You will ideally demonstrate: · Strong development appraisal and viability experience · Experience of land disposals, acquisitions and joint ventures · Commercial property and landlord & tenant knowledge · Experience negotiating complex property transactions · Strong understanding of development, regeneration and asset optimisation · Experience managing or supervising professional property staff · Strong stakeholder management and report-writing skills · The ability to manage a varied caseload and progress projects through to completion
A degree or equivalent experience in estate management, property or development is required. MRICS membership or progress towards RICS qualification would be highly desirable.
Local government or wider public-sector property experience would be advantageous.
