This is a 6-month contract role with a local authority, aimed at providing high-quality legal advice and representation on a wide range of licensing matters. The Licensing Lawyer will ensure the Council's regulatory and licensing functions are delivered in accordance with legislation, policy, and best practice. The role involves managing a varied caseload, supporting Licensing Committees and Sub-Committees, representing the Council in legal proceedings, and contributing to the effective governance of licensing decisions.
Responsibilities
Provide high-quality legal advice and guidance on all aspects of licensing law to officers, senior management, and elected Members.
Advise on matters relating to the Licensing Act 2003, Gambling Act 2005, Local Government legislation, and other relevant regulatory frameworks.
Draft and review legal documents, notices, determinations, policies, reports, and agreements.
Attend Licensing Committee and Licensing Sub-Committee hearings, including evening meetings where required.
Provide legal, procedural, and governance advice to Members during hearings and decision-making processes.
Ensure decisions are legally robust and compliant with statutory requirements.
Requirements
Essential Experience Required
Proven experience managing a caseload of licensing matters within a local authority, public sector organisation, or private practice.
Experience advising committees, elected Members, and senior stakeholders.
Demonstrable advocacy experience before Licensing Sub-Committees, tribunals, courts, or similar forums.
Essential Qualifications Required
Qualified Solicitor, Barrister, or Fellow of the Chartered Institute of Legal Executives (CILEX) entitled to practise in England and Wales.
