Position Summary

The Manager, Financial Analysis provides strategic financial advice and support to business units across the organization. Through the direct supervision of a team of Financial Analysts, the Manager ensures that financial implications are fully assessed and incorporated into recommendations to the Director, Financial Services, senior leadership and Council, and that financial transactions are accurately reflected in the City’s financial records.

The Manager provides leadership and oversight in areas including operating and capital budgets, forecasting, financial analysis, business case development, development charges, debt financing, grants and reserves, contract negotiations, and major capital projects.

Key Responsibilities

• Lead, coach and support a team of Financial Analysts, including workload planning, performance management, training and professional development.


• Provide strategic financial advice, analysis and recommendations to business units, senior leadership and Council.


• Support the preparation and monitoring of annual operating and capital budgets, including forecasting, variance analysis, reserves and other funding sources.


• Develop financial models, business cases, performance indicators and analytical tools to support operational decisions, new initiatives and changes to service levels.


• Manage the implementation and ongoing administration of the City’s development charge study and by-laws, including annual rate calculations, legislative compliance, reporting and reserve reconciliations.


• Determine annual debt requirements and coordinate the issuance of debentures, including preparing required by-laws and working with financial institutions and legal counsel.


• Evaluate grant funding opportunities and provide financial guidance related to applications, agreements, reporting requirements and account reconciliations.


• Provide financial oversight and reporting for major capital projects, ensuring appropriate authorization, funding and compliance with applicable requirements.


• Participate in contract negotiations and competitive procurement processes, ensuring compliance with the City’s Purchasing By-law.


• Review financial processes and controls and recommend improvements to strengthen financial management, operational efficiency and legislative compliance.


• Prepare financial reports, presentations and by-laws for senior leadership and Council.


• Support year-end audit processes and coordinate financial reporting requirements with internal and external stakeholders.

Experience and Knowledge

• A minimum of seven years of progressively responsible financial experience in a multi-divisional organization.


• Advanced experience in forecasting, financial analysis, business case development, financial performance measurement, management reporting, and operating and capital budget development.


• Demonstrated leadership experience, including supervising, coaching and developing professional staff.


• Strong knowledge of financial controls, accounting principles, reserves, debt financing, grant funding and capital project financing.


• Knowledge of municipal funding sources, procurement practices, the Municipal Act, the Development Charges Act, and other applicable provincial and municipal legislation is considered an asset.


• Advanced proficiency with financial and analytical software systems and Microsoft Office, particularly Excel, Word and PowerPoint.


• Highly developed analytical and conceptual skills, with the ability to identify and resolve complex financial issues and translate financial information into clear, practical recommendations.


• Excellent interpersonal, written, verbal and presentation skills, with the ability to build collaborative relationships throughout the organization.


• Ability to independently lead complex projects, manage changing priorities and work effectively with internal departments, consultants, government agencies and other external partners.


• A service-oriented and innovative approach to finance, with a commitment to customer service, continuous improvement and fostering positive working relationships in a unionized environment.

Education

A professional accounting designation as a Chartered Professional Accountant (CPA) is required.
