About the role:

The Market Development Lead guides the development of key market activities that support delivery of regulatory obligations and underpins the National Gas strategy, which includes the development of future frameworks for carbon and hydrogen markets.

Sitting at the centre of market change, you will identify and lead complex business change through proactive engagement with key internal and external stakeholders, delivering strong customer-focused outcomes. The Market Development Lead will act as an advocate for National Gas’s market position, supporting the development of future market frameworks that remain effective as the market transitions to net zero.

Key accountabilities:

Lead the delivery of complex modifications to the Uniform Network Code (UNC) that underpin changes to governance arrangements which includes:

• Engaging industry workgroups,


• Leading the analysis and impact assessments with industry,


• Development of the modification strategy,


• Working with internal and external legal support to develop legal text,


• Working with the business, identifying internal impacts,


• Leading implementation with the business.

• Utilising analysis, and recommendations from within the team, identify and develop strategic approaches to problems and, where appropriate, lead industry review groups to develop optimum solutions for the GB energy market, customers and consumers.

• Lead defined market development projects to support the delivery of the multi molecule strategy (eg blending, hydrogen, biomethane or CCUS).

• Lead the development of National Gas positions on market development related consultations, drawing together internal views, building aligned company positions and shaping high-quality consultation responses.

• Proactively identify gaps in company positions and lead their development to influence policy through Corporate Affairs, regulatory engagement and policy consultations.

• Work with Business Development, and European stakeholders to influence the development of the European hydrogen network codes to ensure optimum interoperability.

• Develop high-quality business materials including consultation responses, Board and exec papers & presentations.

• Build strong relationships, particularly with DESNZ and Ofgem, to influence policy and industry thinking in support of National Gas positions and market development initiatives.

• Provide indirect leadership to more junior members of the team, supporting the transfer of knowledge, and providing direction.

About you:

• A degree in a relevant subject such as economics, business, engineering or equivalent senior level work experience in these areas.

• Understanding and ideally experience of regulated markets, utilities, energy policy, market frameworks or industry governance, with the ability to apply this knowledge to complex business issues is highly advantageous.

• Proven ability to lead complex projects and/or programmes of work.

• Strong written communication skills, with experience producing high-quality reports, briefing papers, consultation responses, business cases and recommendations for senior internal and external audiences.

• Confidence to lead engagement with internal and external stakeholders, including regulators, government, industry bodies and senior business representatives.


• Ability to influence, challenge and build consensus across different stakeholder groups.

• Strong commercial and strategic awareness.

• Ability to lead defined workstreams or projects independently, using sound judgement to make recommendations, manage risks and escalate issues appropriately.

• Experience contributing to (or leading) regulatory, governance or market change processes, such as industry consultations, code modifications, policy development or implementation planning.

• Strong attention to detail and assurance mindset, particularly when producing externally facing materials, governance papers or recommendations that may affect business or industry decisions.
