More Homes Division Programme Co-ordinator South & West Area Team - B3

This is an exciting and rewarding time to join More Homes Division as we plan, develop and manage delivery of the Affordable Housing Supply Programme (AHSP) across Scotland. Critical to delivery of Ministers' targets is the role played by the five Area Teams in the Division.

Each Area Team has responsibility for ensuring that a strategic approach is taken towards the delivery of affordable housing across specific local authority areas, along with implementing and delivering an agreed set of affordable housing supply targets.

You will be part of the South & West Area Team, which has direct responsibility for planning, managing and delivering the Affordable Housing Supply Programme (AHSP) across South Lanarkshire, North Lanarkshire, South Ayrshire, North Ayrshire, East Ayrshire and Dumfries & Galloway. 

The team oversees the strategic management of funding arrangements throughout the region and maintains day-to-day engagement with local authority officials, including the review of Local Housing Strategies and Strategic Housing Investment Plans.

The area covered by the team provides a diverse and varied workload, encompassing a mixture of urban, suburban, rural and coastal communities. The team supports the delivery of affordable housing across some of Scotland's largest local authority areas while also responding to distinct local housing, regeneration and place-based challenges.

The postholder will also play an active role in supporting the creation of More Homes Scotland, contributing to divisional transformation activities, working groups and collaborative projects. This will include helping to shape new ways of working, sharing learning and best practice, and supporting delivery of the Division's longer-term strategic objectives.

The role will involve working closely with both internal and external stakeholders to deliver the local AHSP, ensuring that strong programme management and monitoring processes are consistently applied. You may also be asked to contribute to wider More Homes divisional work and provide support to other AHSP teams- working flexibly across team boundaries to ensure shared outcomes are achieved.

You will be involved in the planning, management and delivery of the Affordable Housing Supply Programme across South Lanarkshire, North Lanarkshire, South Ayrshire, North Ayrshire, East Ayrshire and Dumfries & Galloway. The breadth and diversity of the area ensures a varied and engaging workload.

The role involves working with a broad range of partners, including local authorities, Registered Social Landlords and developers, to support the delivery of affordable homes and contribute to wider housing and regeneration objectives across the region.

The team is comprised of the Team Leader, one B3 and one B2. 

Responsibilities

• Work with partners in the delivery and management of the Affordable Housing Supply Programme (AHSP) across South Lanarkshire, North Lanarkshire, South Ayrshire, North Ayrshire, East Ayrshire and Dumfries & Galloway, by assessing and recommending applications through HARP (Housing and Regeneration Programme) and maintaining programme management tools.
• Provide accurate project recommendations and reporting, providing necessary information on projects and the programme to the Team Leader and support to external housing partners and internal stakeholders as required.
• Establish and maintain a network of contacts and build strong relationships across the Division, the wider SG and external partners (including local authorities, Registered Social Landlords and other key stakeholders) to support programme delivery.
• Work with local authorities, ensuring that statutory requirements around Housing Need and Demand Assessments (HNDAs) and Local Housing Strategies (LHS) are met. This includes assessment of the five-yearly LHS and the annual Strategic Housing Investment Plan (SHIP).
• Assist colleagues in delivering wider More Homes Division priorities and funding programmes, assessing individual projects and agreeing grant support where applicable, contributing to local and national targets.
• Provide a variety of ministerial support and advice including accompanying Ministers to events as required. This also includes MiCase preparation, contributing to FOI enquiries, PQs and general briefing in relation to the areas covered.
• Proactively contribute to the creation of More Homes Scotland through active participation in divisional transformation activities, working groups and collaborative projects, helping to shape new ways of working, share learning and best practice, and support delivery of the Division's longer-term strategic objectives.
• Management, support and development of staff (line management of 1 x B2).

This role is a permanent level transfer position. 

Location

This post is based within the South & West Area Team region, with hybrid working in line with current Scottish Government policies. Office locations are in; AIB Building,  Kilwinning and Cadzow Court, Hamilton.

Our stakeholders are located across South Lanarkshire, North Lanarkshire, South Ayrshire, North Ayrshire, East Ayrshire and Dumfries & Galloway, and the postholder must therefore be able to travel to meetings within these areas when required.
