Job description
We have an opportunity for a substantive B2 to join the National Care Service Advisory Board Development and Support Unit on a temporary 6 month basis. We are a small, friendly team of seven people. 
 

The National Care Service Advisory Board was established in May 2025 to help drive improvement and make sure services are consistent, fair, and high-quality across Scotland. It will do this by exploring issues and making recommendations to ministers, council leaders, health boards and integration authorities for improvements or new approaches across the sector.

The membership of the Advisory Board is diverse and includes people with experience of accessing care services, unpaid carers, those who work in the sector, care providers, the NHS and local government.

We work closely with the Advisory Board Chair, Board members, COSLA and SG policy colleagues. Our role includes all secretariat duties and the development and oversight of materials to ensure that the Board has credible information to inform its advice. You will be supported to collaborate effectively with colleagues in carrying out this work. This post is an ideal opportunity for someone looking to broaden their experience in working closely with policy and specialist teams across the SG as well as external and lived experience stakeholders. 
 
 


Responsibilities
Responsibilities
  • Oversight and arrangement of all logistics for NCS Advisory Board meetings. This includes securing venues, diary management, organising resources and supplies to support board activities and ensuring accessibility requirements are met.
  • Act as a single point of contact for Board members. Build and maintain positive relationships and collaborate with Board members and stakeholders on a regular basis, providing a direct support where possible, and liaising with colleagues to secure additional support as required. 
  • Ensure data retention compliance and a corporate record is maintained including recording of the meeting minutes and any decisions made by the Board.
  • Financial management of Board members’ travel and subsistence expenses and remuneration.
  • Preparation of Board papers and Chair’s briefing in advance of meetings. This includes liaising with other policy teams, Office of the Chief Designer’s team and external networks to ensure accessible and accurate papers are produced.
  • Secretariat duties for the Advisory Boards four priority work sub groups and deep Dive information sessions, including the preparation and issue of any materials for the groups, briefing for the Chair, support and minute taking for each of the groups. 
  • Provide MiCase, PQs, briefing contributions and FOI requests, as and when appropriate, ensuring these are responded to within the set deadlines.
  • Prepare first drafts of briefings and submissions 
 
 

Skills

  1. Strong interpersonal skills and experience of working successfully with a range of internal and external stakeholders and colleagues.
  2. The ability to analyse complex information and provide clear, evidence-based advice and solutions.
  3. A track record of producing high-quality, concise and well-structured written work with close attention to detail.

 

 

Working pattern
This role is a temporary position with an expected commitment of 6 months. 
 
Our standard hours are 35 hours per week. The post is based in St Andrew’s House in Edinburgh, with an option to work from Atlantic Quay, Glasgow.
 
The Team has an anchor day in St Andrew’s House every Wednesday. In line with our current ways of working, our team follows a hybrid working approach, where colleagues use a mix of office based and remote working (working from home).
 
The Post requires in person support for Advisory Board meetings in both Edinburgh and Glasgow approximately every second month.
