Neighbourhood Officer

3 Month Contract With A Local Authority

To deliver a high-quality, customer-focused neighbourhood management service to a designated housing patch, ensuring residents are supported to sustain their tenancies, comply with tenancy and lease obligations, and live in safe, thriving and well-managed communities.

The postholder will take a proactive, place-based approach to housing management, working closely with residents, partner agencies, elected members and community stakeholders to resolve complex tenancy issues, improve neighbourhoods, support vulnerable residents and create sustainable communities.

The role requires a strong community presence, excellent case management skills and a commitment to resolving issues through partnership working, early intervention and resident engagement.

Key Responsibilities

Housing & Tenancy Management

• Manage a designated neighbourhood patch and provide a visible, accessible and responsive housing management service.
  
  
  


• Ensure tenants and leaseholders comply with tenancy agreements, lease conditions and housing policies.
  
  
  


• Conduct regular estate inspections and neighbourhood visits to identify and resolve issues affecting residents and communities.
  
  
  


• Support residents to sustain their tenancies and prevent tenancy failure.
  
  
  


• Investigate tenancy breaches and take appropriate enforcement action where necessary.
  
  
  


• Manage tenancy changes, successions, assignments, mutual exchanges and other tenancy-related matters.
  
  
  


• Ensure void properties, neighbourhood standards and communal areas are monitored and maintained effectively.
  
  
  

Resident Support & Safeguarding

• Manage complex and sensitive casework involving vulnerable residents.
  
  
  


• Identify safeguarding concerns and make referrals to appropriate services.

• Work collaboratively with statutory and voluntary agencies to deliver tailored support plans.
  
  
  


• Monitor support interventions and ensure residents receive appropriate assistance.
  
  
  

Anti-Social Behaviour & Community Safety

• Investigate reports of anti-social behaviour and nuisance.
  
  
  


• Gather evidence, conduct interviews and work with relevant agencies to resolve community safety concerns.
  
  
  


• Develop action plans to address persistent ASB and tenancy breaches.
  
  
  


• Attend case conferences, multi-agency meetings and safeguarding panels where required.
  
  
  


• Support mediation and dispute resolution between residents.
  
  
  

Community & Place Management

• Develop and implement neighbourhood and place management plans.
  
  
  


• Consult with residents, councillors, resident associations and community groups.
  
  
  


• Promote resident involvement and community engagement activities.
  
  
  


• Encourage residents to take an active role in improving their communities.
  
  
  


• Identify opportunities to improve neighbourhood environments and community wellbeing.
  
  
  


• Build positive relationships with residents and local stakeholders.

• Represent Housing Services at meetings, forums and community events.
  
  
  

Performance & Service Delivery

• Maintain accurate records and case notes using housing management systems.
  
  
  


• Meet service standards, performance indicators and operational targets.
  
  
  


• Produce reports, correspondence and case summaries as required.
  
  
  


• Ensure compliance with relevant housing legislation, policies and procedures.
  
  
  


• Contribute to continuous improvement and service development initiatives.
  
  
  


• Take ownership of issues from initial report through to resolution.
  
  
  

Requirements

Essential

• Experience working within Housing Management, Neighbourhood Services, Tenancy Management, ASB, Community Safety or a related field.
  
  
  


• Experience managing complex housing and tenancy-related casework.
  
  
  


• Knowledge of housing legislation, tenancy management and safeguarding principles.
  
  
  


• Experience investigating anti-social behaviour and tenancy breaches.
  
  
  


• Experience supporting vulnerable residents and working with partner agencies.
  
  
  


• Strong case management, problem-solving and conflict resolution skills.
  
  
  


• Ability to build positive working relationships with residents and stakeholders.
  
  
  


• Excellent communication and interpersonal skills.
  
  
  


• Ability to work independently and manage a varied workload.
  
  
  


• Experience carrying out home visits, estate inspections and community engagement activities.
  
  
  


• Strong written report writing and record-keeping skills.
  
  
  


• Good IT skills including housing management systems and Microsoft Office.
