As a Payroll Clerk, you will work as part of the Payroll Team and be responsible for contributing towards producing three monthly payrolls.
You will ensure all personnel are paid correctly in line with Home Office Police Regulations, Police Support Staff Council Handbook, Force Policy, Legislation and Employment Law.
Key responsibilities:
Responsible for carrying out all variation inputs to employee records in the Oracle system for Payroll and Pensions for three payrolls specifically for voluntary deductions, and change of bank details.
Setting up new Police Pensioners, change of personal details. Quality checking data input into the Oracle System in relation to Pay.
Responsible for auditing Oracle expense claims such as mileage, claimable allowances, and any other expenses in line with legislation and force policy.
Responsible for the administration of Police and Staff overtime claims; ensuring all overtime is input by the payroll deadline. All submissions are required to be checked, coded, and entered into the relevant pay period.
Ensure all reporting to third party voluntary deductions are completed each month and submitted to the relevant external stakeholder.
Responsible for printing and posting payslips and P60’s, to leavers or members unable to access the Oracle system.
Preparing paperwork for external payments and ensuring the necessary authorisation is obtained.
Deal with telephone calls, emails and queries from Police Officers and Police Staff.
Offer guidance on Police Regulations, Police Staff Council Handbook and Force Policy in relation to the impact on pay for allowances, overtime, and expenses.
Develop a working relationship with the Payroll Officers, HR, Police Pension, and third-party stakeholders.
Contribute to the Payroll Procedure and ERP Payroll Systems manuals; ensure payroll processes are applied in accordance with financial regulations and instruction.
To provide peer-to-peer training to new entrants, and undertake Overtime, Mileage and Expenses training when required.
Liaising with the Systems Admin team on matters relating to pay.
Take an active role in User Acceptance Testing programmes to ensure Oracle systems upgrades and legislative patches are applied correctly.
Play an active role in payroll projects for all new payroll system implementations, all payroll system upgrades.
Assist with the completion of internal and external audit reviews.
Deal with ad hoc requests for payroll data, which will include investigation, analysis, and Freedom of Information requests.
Ensure all filing is stored and disposed of in accordance with force policy.
To monitor the pensions mailbox and delegate tasks between Payroll Administration and Payroll Processing.
To administer Cycle to Work and Vehicle Salary Sacrifice applications, as and when required.
