Building Surveyor - Planned Maintenance

Location: Oxted / Hybrid Working (37 Hours Per Week)
Rate: £350 - £375 per day DOE
IR35: Inside
Contract: 6 Months Initially
Service Area: Housing Services

The Opportunity

Tandridge District Council is seeking an experienced Building Surveyor - Planned Maintenance to support the delivery of planned maintenance, cyclical works and capital investment programmes across its housing portfolio.

Working within the Property Services Team, you will play a key role in ensuring the Council's housing stock remains safe, compliant, sustainable and well maintained. This is an excellent opportunity for a surveyor with experience in social housing, planned maintenance and stock condition surveying to contribute to the delivery of high-quality housing services while working in a flexible hybrid environment.

Key Responsibilities

Deliver planned maintenance, cyclical works and capital investment programmes across the Council's housing stock.
Undertake stock condition surveys and inspections to assess building components, identify defects and inform future investment programmes.
Prepare specifications, schedules of works, drawings and cost estimates for planned and cyclical maintenance projects.
Manage contractor performance, ensuring works are delivered on time, within budget and to the required quality standards.
Monitor projects through site inspections, contractor meetings and performance reporting.
Support procurement and tendering exercises, including tender evaluation and contractor selection.
Ensure compliance with landlord health and safety obligations, including fire safety, asbestos management, damp and mould requirements, Decent Homes Standards and building safety legislation.
Provide technical advice and surveying support to internal departments including Housing Management, Compliance, Finance, Procurement and Legal Services.
Consult with residents and leaseholders throughout project delivery, resolving issues and ensuring excellent customer service.
Assist with Right to Buy processes, schedules of condition and building-related contractual matters where required.
Maintain accurate asset, stock condition and contract data to support effective asset management and investment planning.
Requirements

Essential

Degree, HNC/HND or equivalent qualification in Building Surveying, Construction or a related discipline.
Minimum two years' experience in a Building Surveying, Planned Maintenance or Property Services role.
Experience undertaking stock condition surveys and preparing technical specifications and cost estimates.
Strong understanding of planned maintenance and lifecycle replacement programmes.
Knowledge of contract administration, procurement processes and contractor management.
Good understanding of housing compliance requirements, including:

Health & Safety legislation
Fire Safety
Damp & Mould
Asbestos Awareness
Decent Homes Standards
Energy Performance requirements

Experience working with occupied residential properties.
Ability to communicate effectively with residents, contractors and internal stakeholders.
Full UK Driving Licence and access to a vehicle.
Competent user of Microsoft Office applications.
Desirable

MRICS or working towards professional chartership.
Experience within a Local Authority, Housing Association or Social Housing environment.
Experience using housing asset management or repairs management systems.
Knowledge of leaseholder consultation and resident engagement processes.
CAD experience
Only candidates based in UK and eligible to work in UK are allowed
