Project Overview



Cascade Infrastructure Limited (CIL), a project company with STRABAG, GLIL and Equitix as shareholders, has been appointed by United Utilities (UU) as the Competitively Appointed Provider (CAP) under the newly established Direct Procurement for Customer (DPC) contracting model to deliver the Haweswater Aqueduct Resilience Programme (HARP).


 


HARP is a multi-billion-pound infrastructure project to upgrade the water supply infrastructure carrying water from the Haweswater reservoir to Greater Manchester.  The project involves the construction of approximately 50km of bored tunnels along the existing 110km aqueduct, originally built in the 1950s.


 


CIL has been appointed to finance, design, construct and maintain the new assets, and has in turn appointed Strabag (UK) as Contractor for the design and construct phase of the scheme.  


Post-construction, UU will operate the aqueduct, with CIL responsible for major maintenance of the new tunnel sections for 25 years after Final Works Completion.


 


Equitix Management Services Limited (EMS) provides management services to CIL.

Service Objective



To finance, design, construct and maintain HARP in line with good industry practice, as required by the contract, on time, at the required level of quality and within budget cost.


 


Role Overview


 



  • Pro-active approach to the early identification of schedule risks, including leading mitigation workshops to protect the project critical path(s).

  • Provide ‘what-if’ programme analysis for CIL where requested.

  • Manage programme data to provide lagging and leading reporting metrics.

  • Produce programme filters, layouts and lookahead programmes for the management team, including 4-week and 6-month lookaheads.

  • Checking and verification of progress in design, procurement and construction.

  • Run programme integrity checks on the Contractors programme.

  • Active involvement in the analysis and implementation of programme-impacts based on Compensation Events.

  • Work with the digital data-driven programme-monitoring and reporting.

  • Support the development of weekly and monthly progress reports.

  • Update CIL’s programme activities in the project programme and programme reporting trackers.

  • Maintain the programme registers and effective document control incoming and outgoing programme submissions.

  • Understand and support how the programme links to the cost model.


Minimum Qualifications (guide)


 



  • Degree in Project Management, Construction Management, or related field.

  • Oracle Primavera P6 Practitioner competence and Microsoft Project competence.

  • Familiarity with Acumen Fuse (desirable, not an absolute requirement).


 


Minimum Experience in Similar Role (guide)


 



  • 3+ years of experience managing large-scale programmes in a relevant sector.

  • Experience with programme reporting, monitoring, and managing relationships with contractors and key stakeholders.


 


Principal Responsibilities




Construction Matters



  • Manage and ensure compliance with Schedule 8 (Construction Matters) of the Project Agreement, including CIL fulfilling its obligations under the CAP’s Proposals that satisfy the Output Requirements and UU’s Construction Requirements.



Programme



  • Assist CIL on oversight and management of all construction programme related matters with regular reporting and attendance at meetings on behalf of CIL as required.

  • Support programme related matters including what if analysis, reporting, schedule integrity checks and production of documents to support CIL management.

  • Have due consideration and awareness of clause 21 to the Project Agreement, Schedule 9 to the Project Agreement and the process of having to manage any revisions to the programme.
