Job Description - Planning Monitoring Officer

We are seeking a highly motivated and organised Planning Monitoring Officer to join our clients team and play a key role in managing developer contributions.

In this role, you will be responsible for a wide range of tasks related to Community Infrastructure Levy (CIL) and Section 106 (S106) agreements, ensuring we receive the necessary funding for vital local projects.

Package:

  • Competitive hourly rate, £16ph - £20ph PAYE, option of LTD of up to £23ph.
  • Holiday pay accrued on top of hourly rate if PAYE
  • Ongoing contract till Dec 2024 initially
  • Mon-Friday 37 Hours a week

Responsibilities :

  • Collecting CIL and S106 payments, including issuing notices and invoices
  • Assessing and making decisions on CIL exemption requests.
  • Monitoring expenditure of these contributions to ensure timely spending.
  • Inputting, updating, and monitoring CIL and S106 data within Exacom.
  • Managing the ongoing implementation and user experience of Exacom.
  • Offering guidance and support on CIL and S106 regulations to colleagues, developers, and applicants.
  • Representing the Development Management team at board meetings.
  • Collaborating with other departments to continuously improve monitoring systems.

Requirements :

  • Experience working within planning / (essential).
  • Excellent report writing and communication skills (essential).
  • A confident and clear communicator (essential).
  • Strong customer service skills (essential).
  • High proficiency in Microsoft Office suite and PDF editing (essential).
  • A thorough understanding of CIL regulations (essential).
  • Strong knowledge of S106 agreements and securing developer contributions (essential).
  • Knowledge of planning legislation and processes (essential).
  • Experience using Exacom software (desirable).
  • A keen eye for detail and accuracy (essential).
  • Analytical and mathematical aptitude (essential).
  • A proactive approach with the ability to implement new ways of working (essential).
  • Excellent organisational and prioritisation skills (essential).
  • Strong decision-making skills (essential).
