Job Description - Planning Obligation Officer




Job Title: Planning Obligations Officer (6-Month Contract)








Duration: 6 Months (Temporary)

Summary








The Planning Obligations Officer plays a crucial role in the administration, monitoring, and reporting of Planning Obligations within the Royal Borough of Greenwich. This includes managing the Community Infrastructure Levy (CIL) and Section 106 agreements. The position ensures that obligations are collected and utilized in accordance with regulations and legal agreements, thereby supporting infrastructure delivery and community development initiatives.

Key Responsibilities








Planning Obligations & Monitoring









  • Monitor and manage all planning obligations (CIL and Section 106 contributions) using internal systems.

  • Ensure obligations are delivered, tracked, and enforced effectively.

  • Maintain accurate records of income and expenditure.




CIL Administration & Compliance









  • Ensure compliance with Community Infrastructure Levy regulations.

  • Assess, validate, and verify CIL documentation.

  • Issue notices, raise invoices, and monitor payments.

  • Take enforcement action where required.




Development & Stakeholder Liaison









  • Monitor development commencements through relevant systems and records.

  • Liaise with planning teams, developers, and legal services to ensure compliance.

  • Maintain effective communication with applicants, landowners, and agents.




Financial Monitoring & Reporting









  • Prepare quarterly and annual financial returns on CIL and Section 106 income and expenditure.

  • Maintain clear audit trails and undertake financial checks.

  • Work closely with finance teams on budgets, projections, and spend.




Neighbourhood Growth Fund









  • Support and lead on the Greenwich Neighbourhood Growth Fund process.

  • Promote funding opportunities and manage applications.

  • Assess applications, allocate funding, and monitor project delivery.




Reporting & Service Delivery









  • Produce management reports for officers, members, and the public.

  • Respond to complaints, FOI requests, and member enquiries.

  • Provide technical advice to developers, consultants, and residents.




Systems & Continuous Improvement









  • Develop and improve monitoring systems for CIL and S106.

  • Maintain up-to-date knowledge of planning policy and regulations.

  • Contribute to service improvements and best practice procedures.




Leadership & Additional Duties (PO Level)









  • Support and deputise for the Performance and Planning Obligations Manager.

  • Supervise junior staff or temporary consultants as required.

  • Prepare and present reports to senior managers and committees.

  • Represent the service at meetings with stakeholders and community groups.

  • Contribute to policy development, procedures, and guidance.

Experience Required









  • Experience in planning, housing, or local government administration.

  • Experience working with financial data, monitoring systems, or compliance processes.

  • Experience liaising with multiple stakeholders including developers and internal teams.

  • Experience preparing reports and handling data accurately.

  • Knowledge of Community Infrastructure Levy (CIL) and Section 106 agreements (desirable).

  • Strong understanding of planning legislation and regulatory frameworks.

  • Excellent organisational and analytical skills.

  • Strong communication and stakeholder engagement skills.

  • Proficiency in Microsoft Office and database systems.

  • Ability to manage workload independently and meet deadlines.
