Our client is established principal contractor delivering high-quality construction and refurbishment projects across London and the Home Counties

Role Overview

The Pre-Construction Manager will play a key role in securing and developing new business opportunities, managing the tender process from initial enquiry through to project handover.

The role will be split approximately:

* 50% Design & Build Tender Management

* 50% Design Development & Project Support

This is primarily an office-based role, with regular visits to prospective sites, client meetings, consultant meetings, and supply chain partners across London and the Southeast.

Tender & Bid Management

Review tender documentation and client requirements.

Assess project risks, opportunities and constraints during tender stage.

Prepare tender programmes and pre-construction schedules.

Coordinate and manage the tender process from receipt to submission.

Liaise with clients, consultants, architects and design teams.

Obtain and evaluate subcontractors and supplier quotations.

Lead tender settlement meetings and value engineering exercises.

Identify commercial and technical risks within tender documentation.

Prepare comprehensive tender submission documents.

Ensure submissions are completed accurately and within deadlines.

Design & Build Management

Manage Design & Build projects throughout the pre-construction phase.

Coordinate external consultants, architects, structural engineers, and specialist designers.

Review design information for buildability, compliance, and value engineering opportunities.

Ensure designs meet client requirements, statutory obligations and budget constraints.

Manage design programmes and design deliverables.

Coordinate planning, building control and regulatory requirements where required.

Facilitate design team meetings and maintain action trackers.

Support project teams during mobilisation and handover.

Project Development & Client Engagement

Attend client presentations and project interviews.

Develop relationships with existing and prospective clients.

Support the identification and development of new business opportunities.

Contribute to project strategy and procurement planning.

Assist in the preparation of presentations and project proposals.

Commercial & Procurement Support

Work closely with the Commercial Team to develop robust cost plans.

Review procurement strategies.

Support subcontractor selection and tender analysis.

Assist in supply chain engagement and management.

Identify cost-saving opportunities whilst maintaining quality and compliance.

Health, Safety & Compliance

Ensure Health & Safety considerations are incorporated at the earliest stages of project development.

Review project-specific health and safety requirements.

Support compliance with: o CDM Regulations o Building Regulations

Healthcare standards Education sector requirements

Government framework requirements

Essential Experience

Minimum 5 years' experience in a Pre-Construction, Design Manager, Bid Manager, Project Manager or similar role.

Strong Design & Build experience.

Previous experience within:

Healthcare o Education o Government/Public Sector

Experience delivering projects within London and the South East.

Proven track record managing tender submissions and winning work.

Experience coordinating multidisciplinary design teams.

Strong understanding of construction methods and sequencing.

Experience working with JCT contracts.

Essential Skills

Proficient in:

Desirable Qualifications

HNC/HND or Degree in Construction Management, Building, Quantity Surveying, Architecture or related discipline.

SMSTS.

CSCS Card.

Design Management training.

MCIOB, RICS or equivalent professional accreditation (desirable)
