We have an opportunity for a B2 to join the Primary Care Capability division on a level transfer to take on the role of evidence and policy programme manager, supporting the delivery of priority work related to the Health and Social Care Service Renewal Framework (SRF).

The SRF was published in June 2025, launched by the Cabinet Secretary for Health and Social Care alongside the Population Health Framework and following the publication of the Operational Improvement Plan.   SRF is a key policy framework, setting out Ministerial intent and ambitions to shift the balance of care within the health and social are system and ensure the sustainability, efficiency, quality, and accessibility of health and social care services in Scotland.

SRF sets out that Primary Care and Community Health reform are critical to realising these ambitions. SRF includes a specific commitment to publish a Route Map for Primary Care (expected Autumn 2026).  This route map is being developed with stakeholders via the Primary and Community Health Steering Group.

The successful postholder will have the opportunity to contribute to this significant programme of work on the Service Reform Framework for Primary Care Strategy interests, in particular on Major Change 4: Improving Access to Treatments and Services in the Community. As outlined, this work is a key priority outlined by the Cabinet Secretary to shift the balance of care from acute to community working with partners across the healthcare system and is in line with ministerial commitments already in train.



Responsibilities

Responsibilities

  • Establish and maintain communication across PCD B-bands to provide strategic policy input to briefings, submissions and other core government business.
  • Responsibility for maintaining the unit core brief – regular updates, inclusion of lines, supporting the teams to include updates,
  • Briefing commissioning, drafting and support across PCD.
  • Support B3 in management of the evidence base, working closely with HSCA and policy teams to ensure they are using considered evidence in the policy development
  • Drafting and delivery of Route Map content and associated engagement communications.
  • Support B3 programme manager in the delivery and management of SRF MC4 and associated programme tools.

This role is a level transfer position up to 24 months.
