Job Description - Procurement Manager

REED Procurement have partnered with a Public Sector client based on the outskirts of Cardiff who are committed to delivering exceptional services to the community. Situated on the outskirts of Cardiff, they are looking for an experienced Category Manager / Procurement Manager to work across a generalist category role, from; PPE, FM, HR & Professional Services, Fleet, etc and will be working on contracts above threshold ranging up to £6million in value. The client is open to both temporary, and fixed term candidates, as well as Interim candidates on a day rate basis.

Job Description: We are looking for a dedicated and experienced Procurement Manager to join our team. The successful candidate will be responsible for managing the entire tendering process in accordance with the new public sector regulations. This includes working closely with stakeholders on specifications, launching tenders, awarding contracts, and managing contracts post-award. You will also have management responsibility of 2 direct reports within the wide Procurement and Stores teams.

Key Responsibilities:

  • Develop and implement procurement strategies that align with organisational goals.
  • Manage the end-to-end procurement process, including:
    • Collaborating with stakeholders to develop specifications.
    • Launching tenders and managing the tender process.
    • Awarding contracts and ensuring compliance with public sector regulations.
    • Managing contracts post-award to ensure supplier performance and value for money.
  • Ensure compliance with public sector procurement regulations and policies.
  • Negotiate contracts and agreements with suppliers to secure the best terms and conditions.
  • Monitor market trends and identify opportunities for cost savings and efficiency improvements.
  • Maintain accurate procurement records and documentation.

Requirements:

  • Proven experience in end-to-end tendering within a public sector procurement role.
  • Strong knowledge of public sector procurement regulations and best practices.
  • Excellent negotiation and communication skills.
  • Ability to manage multiple projects and priorities simultaneously.
  • Proficiency in procurement software and Microsoft Office Suite.
  • CIPS qualification or currently working towards CIPS qualification.
  • Flexi-time scheme in place.
