Are you a strategic thinker with a passion for procurement excellence? CITB are looking for a dynamic Procurement Manager to lead the charge in delivering smart, compliant, and impactful procurement solutions across our organisation. 

In this pivotal role, you will collaborate closely with our Commercial and Contract Managers to guide purchasing decisions that drive value and efficiency. From sourcing diverse goods and services to crafting tailored procurement strategies, you will be at the heart of CITB’s operational success. 



Responsibilities

Role: Procurement Manager 

Location: Peterborough - up to 3 times per week, also with travel to our Bircham Newton site (for tenders) when required.   

Hours of Work: Full-time (35 hours per week) – Business operating hours are between 08:00 – 18:00. 

Contract: Permanent 

Target Salary: £58,633 per annum + £6,799 Car Allowance  

Key Responsibilities: 

  • To be a category specialist in allocated areas, provide expert knowledge to the Commercial and Contracts team and advise the most effective way in which goods/services should be procured. 
  • Develop and implement Procurement strategies and manage the Procurement process within its entirety. This includes conducting market research, creating and issuing tenders via our procurement platform, collating responses along with communicating with suppliers including sharing feedback to successful/unsuccessful bidders and working on the final contract. 
  • Working with the Commercial and Contract Manager will be integral in this role. This includes making sure briefs and specifications are correct, attending and participating in evaluation briefings and consensus meeting with evaluation and ensuring the final contract is suitable. 
  • Publish all notices in line with the Public Procurement Regulations. 
  • Ensure that all procedures are carried out in a timely manner in accordance with the needs of the organisation. 
  • Ensuring all procurement activities are conducted in compliance with Public Procurement Regulations and in line with CITB company policies. 
  • Manage the lifecycle of contracts ensuring that the business is aware of contract end dates and that sufficient time is allowed for the procurement process. 
  • Maintain and update contractual information on our contract platform  

 

Essential experience: 

  • Excellent communication skills to achieve the right outcome for a team/department and ensure expectations are clear 
  • An understanding of how own business area integrates with other business areas in order to achieve the company goals 
  • Wide experience of different procurement approaches to identify and deliver high value and complex contracts within a public procurement environment 
  • Strong knowledge of procurement practices, principles and regulations 
  • Good knowledge of EU procurement framework 
  • Understanding of the latest developments within the profession 
  • Analytical skills in order to be able to evaluate (mainly) factual information 
  • Educated to degree level with relevant professional qualification 
  • Ability to work individually or as part of a team 
  • Comprehensive knowledge of concepts and principles within own professional discipline, gained through broad and in-depth experience – a recognised expert and acknowledged authority within their particular field of expertise 
  • Basic knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline 
  • TPP accreditation

 

Desirable experience: 

  • Public Procurement experience 
  • MCIPS
