Procurement Manager - Construction Consultancy - Major Data Centre Projects - Remote

An established, national Construction Consultancy seeks a Procurement Manager to join its successful and growing team working on hyperscale Data Centre projects across the UK, EMEA and APAC.

This is a remote role with occasional travel required to London and overseas client sites.

The Procurement Manager's role

The client - a global household name - delivers its data centre projects through delivery partners (a PMC or MSC). These partners tender the construction, MEP, equipment and professional services packages to specialist contractors and suppliers. The successful Procurement Manager will sit on the client side of that process as its procurement lead.

For each package in your portfolio, you will own the process from RFP to contract award. You will review the tender before it is issued, test the bid evaluation, challenge the award recommendation and resolve whatever is holding up the contract.

Before tender:

Review the PMC or MSC's procurement strategies, plans and package schedules for your portfolio.
Check RFP documents against the client's programme requirements and commercial terms, covering scope, pricing schedules, evaluation criteria and contract conditions.
Send each tender back with specific corrections and confirm they are made before issue.During tender:

Attend SPC and supplier clarification meetings and track bidder queries to close-out.
Check that bid levelling, normalisation and the scoring of qualifications are correct.At award:

Assess each contract award recommendation for compliance, value and risk, and write the client's assessment.
Take the award through the client's approval governance until it reaches a signed contract.Keeping packages on programme:

Maintain the procurement schedule for your portfolio against construction need dates.
Chase the PMC or MSC, bidders and client approvers, and escalate early when a package is blocked.
Track manufacturing slots, lead times and delivery risk for long-lead equipment such as generators, UPS, switchgear, transformers and cooling.
Apply the same approach to procuring consultants and professional services.Reporting:

Report weekly on package status, risks and the decisions needed from the client.
Record lessons learned and apply them to later tenders across metros and regions.

The Procurement Manager

The successful Procurement Manager will have experience or some or all of Construction, MEP, equipment and professional services packages, plus:

10 or more years in construction or engineering procurement or commercial roles, including leadership experience
Personal experience of running tenders from RFP to award at a PMC, a main contractor or a hyperscale or colocation owner. You will be checking other people's work, so you need to have done that work yourself.
Data centre or other mission-critical project experience.
Procurement of MEP packages, long-lead electrical and mechanical equipment, and professional services.
Working knowledge of NEC, FIDIC or JCT, and of client-owned contract terms.
Procurement across more than one country in EMEA or APAC.
Strong bid levelling and commercial analysis, and advanced Excel.
Experience with Ariba, Coupa or similar systems is desirable
MCIPS, MRICS or equivalent is also desirable but not essential
