Job Description - Project Manager - Highways Construction Delivery


3 Month Contract With A local Authority







Job Purpose

To lead the delivery of a major multi-million-pound highway construction project, ensuring successful completion within agreed scope, budget, quality, and programme requirements. The role will manage all phases of project delivery, coordinating stakeholders, contractors, consultants, and internal teams to achieve safe, efficient, and compliant construction outcomes.













Key Responsibilities



  • Manage the end-to-end delivery of a major highway construction project.

  • Develop and maintain project plans, programmes, budgets, and risk registers.

  • Coordinate contractors, consultants, suppliers, and key stakeholders throughout the project lifecycle.

  • Monitor project progress and performance, ensuring delivery against agreed objectives, timelines, and budgets.

  • Identify and manage project risks, issues, and mitigation strategies.

  • Ensure compliance with relevant health and safety legislation, construction standards, and industry regulations.

  • Manage project governance, reporting, and communication with senior stakeholders.

  • Oversee quality assurance processes and ensure construction works meet required standards.

  • Lead project meetings and provide regular updates on progress, risks, and financial performance.

  • Support effective contract administration and change control processes.

  • Ensure successful project handover and completion documentation.









Requirements

Essential



  • Proven experience delivering major highway construction projects.

  • Strong project management experience within civil engineering, highways, infrastructure, or construction environments.

  • Experience managing project budgets, programmes, risks, and stakeholders.

  • Knowledge of construction delivery processes, contract management, and health and safety requirements.

  • Excellent communication, negotiation, and stakeholder management skills.

  • Ability to manage complex projects and work effectively under pressure.

  • Experience producing project reports and presenting information to senior stakeholders.

Desirable



  • Experience delivering highway structures projects, including bridges and associated infrastructure.

  • Relevant project management qualification (e.g., PRINCE2, APM, PMP).

  • Experience managing multi-million-pound public sector infrastructure projects.

  • Professional qualification in Engineering, Construction Management, or a related discipline.









Additional Information



  • Location: County Hall, Northleigh, Chichester

  • Working Pattern: Hybrid working – minimum 2 days per week in the office

  • Hours: 37 per week

  • Pay Frequency: Bi-weekly
