The Scottish Government is expected to introduce a Public Service Renewal Bill.  While the precise content of the Bill is still to be finalised, it is expected to be taken forward in Year 1 of the new Scottish Parliament and will be a vehicle for different aspects of the Public Service Reform Strategy.

The Public Body Support Unit will lead on this work for the Scottish Government and is seeking to recruit a new team to take forward and coordinate the wide-ranging Scottish Government interests. The Bill has potentially significant cross-cutting implications across different parts of SG and a number of public bodies and so will require extensive internal and external engagement and coordination. 

The Public Service Renewal Bill Team Leader will lead on co-ordinating the different interests in this Bill across the Scottish Government, as well as communicating with relevant stakeholders about the implications of the Bill.  The Team Leader will work with SGLD, Parliamentary Counsel Office and PLU in the preparing the Bill and taking it through Parliament.

 

Given the tight timescales, previous Bill experience is required.  The post is fixed-term to June 2028 when the Bill is expected to get Royal Assent.



Responsibilities

Responsibilities:

  • Oversight, planning and governance for the Bill programme, applying programme management techniques to drive delivery within a challenging timescale.
  • Co-ordinate across a broad set of relevant SG leads for different aspects of the Bill, establishing and supporting a governance structure to support the preparation of the Bill and its accompanying documents
  • Support the Cabinet Secretary for PSR as lead Minister for the Bill
  • Communicate with a broad range of external stakeholders who will be impacted by the Bill.
  • Leading work with parliamentary, legal and drafting colleagues on all aspects of the Bill, ensuring that all requirements are met to support delivery within the agreed timescale.
  • Coordinating responses to enquiries on the Bill, including drafting responses to Parliamentary Questions, MiCases and FOI requests
  • Line management responsibility for a team of 2 B band staff 
  • Be part of the leadership group for the Public Bodies Support Unit, providing support across the Unit


Qualifications

Experience required:

Proven experience in managing a Bill through the entire legislative process.

Working Pattern

This role is a temporary position with a fixed end date of June 2028 when the Bill is expected to gain Royal Assent. 

This role is location neutral, with significant staff presence in Edinburgh, and Glasgow (SAH, VQ, AQ).
