We are looking for a Health Economics & Outcomes Research Strategy Lead who is strategic, analytical, and influential to join our Patient Evidence team, helping shape global evidence strategies that support successful payer, HTA, and reimbursement outcomes for UCB's portfolio based in Brussels, Belgium; Slough, UK or Monheim, Germany.

About the Role

As HEOR Strategy Lead, you will be responsible for developing and executing global Health Economics & Outcomes Research (HEOR) strategies aligned with HTA and payer evidence requirements across the product lifecycle.

You will act as a key member of the global payer sub-team, representing the HTA and payer perspective within evidence generation and clinical development activities. By identifying evidence gaps, informing development strategies, and connecting access objectives to robust evidence generation plans, you will play a critical role in enabling successful reimbursement and patient access.

This role offers the opportunity to influence strategic decisions from development through commercialization, ensuring evidence generation activities address the evolving needs of healthcare decision-makers worldwide.

Who You’ll Work With

You will work closely with colleagues across Market Access, Patient Evidence, Real World Evidence, Patient Centered Outcomes Research, Biostatistics & Quantitative Sciences, Clinical Development, and Medical Affairs. You will also collaborate with affiliate teams, external experts, and research partners to ensure evidence generation strategies support successful access outcomes.

What You’ll Do

• Develop and continuously refine global HEOR and payer evidence strategies aligned with asset and market access objectives.


• Design and deliver key HEOR evidence generation activities, including cost-effectiveness models, budget impact models, systematic literature reviews, indirect treatment comparisons, healthcare resource utilization studies, and quality-of-life research.


• Develop asset value assessments and support economically justified pricing and value strategies.


• Build and communicate compelling economic value stories for assigned assets and indications.


• Influence clinical development programs to ensure evidence generation plans address payer and HTA requirements, including evolving EU HTA needs.


• Represent HTA and payer perspectives within cross-functional evidence generation and development teams.


• Support the creation of global value dossiers and guide affiliate teams on reimbursement and access strategies.


• Partner with cross-functional stakeholders to execute studies that strengthen payer decision-making, including patient preference and natural history studies.


• Integrate affiliate and market-specific payer requirements into global evidence generation plans.


• Contribute to scientific publications, congress presentations, external partnerships, and thought leadership activities.

Interested? For this role we’re looking for:

• Master's degree or PhD in Health Economics, Market Access, Outcomes Research, Public Health, Epidemiology, Pharmacy, or a related field.


• At least 8 years of experience within the pharmaceutical industry, including consultancy experience where relevant.


• Strong expertise in health economic modelling, outcomes research, and payer evidence generation.


• Experience supporting HTA submissions, reimbursement strategies, and access initiatives across key markets.


• Experience working in global or matrix organizations, with above-country or intercontinental exposure highly valued.


• Strong leadership, communication, stakeholder management, and strategic thinking skills.
