Job Description - Registered Manager Childrens Residential Home (EBD)

This role  will be based in a small, therapeutic 2 -bed Emotional and Behavioural Difficulties (EBD) home in Tilbury. Our clients mission is simple: stability, trust, progress.

Our client are seeking an experienced and passionate Registered Manager to lead a new home through Ofsted registration and establish a safe, nurturing, and high -performing environment where children can thrive.


Key Responsibilities:

  • Lead the home through registration and ensure ongoing compliance with the Children’s Homes (England) Regulations 2015 and Quality Standards.

  • Provide strong safeguarding leadership, working closely with the Designated Safeguarding Lead (DSL) and external agencies.

  • Recruit, train, and develop a skilled and motivated team, embedding a trauma -informed and PACE -aligned culture.

  • Oversee care planning, risk assessments, behaviour support, and education engagement for each child.

  • Maintain accurate and compliant records, audits, and Regulation 44/45 processes to drive continuous improvement.

  • Manage budgets, rotas, and resources effectively to ensure safe staffing levels and efficient operations.

  • Build and maintain positive working relationships with placing authorities, IROs, schools, and families.

  • Represent the home professionally in all external meetings and inspections.



Requirements

Essential:

  • Level 5 Diploma in Leadership & Management for Residential Childcare (England) or equivalent.

  • Minimum 2 years’ recent experience in a children’s residential setting, including at least 12 months supervising or managing staff (Deputy or Registered Manager level).

  • Strong understanding of key regulations (Regs 11–14, Reg 35), safeguarding frameworks (Working Together 2023), and Ofsted SCCIF inspection criteria.

  • Demonstrable experience of achieving or maintaining Good or Outstanding Ofsted outcomes, or of taking a home from start -up to full compliance.

  • Excellent leadership, coaching, and interpersonal skills with a calm, child -centred approach to decision -making.

  • Confident in multi -agency working, managing risk, incidents, and complaints effectively.

Desirable:

  • Previous experience registering or opening a new children’s home.

  • Familiarity with NFPS PMVA (Positive Management of Violence and Aggression) and PACE therapeutic practice.

  • Experience supporting children with EBD, CSE/CCE risk, and missing -from -care protocols (e.g., Philomena).
