The Regulatory Affairs Lead is accountable for leading a centralised regulatory affairs service including regulatory compliance, assurance, insights and advocacy across all the markets within the STS Gas & Power International (GPTI) portfolio, including LNG, Gas, Power, and Carbon.
This role leads a team of market-specific regulatory SMEs to deliver strategic regulatory insights and support to commercial benches, enabling informed decision-making, effective risk management, and identification of commercial opportunities arising from regulatory developments.
The role is positioned as a single point of contact for regulatory service within GPTI, responsible for agreeing cross-gpti reg affairs priorities, including advocacy and ensuring seamless engagement with internal teams (benches across ST&S, legal, E&C, CE&A) and external (Trading Associations, Regulators, and other industry bodies) teams in protected gpti/STSs LTO and effectively influencing regulatory/policy changes in the markets we operate in. Through proactive leadership, the role sets direction, fosters collaboration, and champions best practice in regulatory compliance and advocacy. In addition, the role will be expected to act as a SME on a specific commodity/market.
Key accountabilities
Regulatory Compliance, including:
Complete oversight of all regulatory obligations under various supplier & shipper licences
Ongoing compliance and adherence to both reporting and non-reporting obligations
Execution of the reg reporting for physical trading activity, including timely and accurate responses to ad-hoc requirements from regulators
Regulatory Analysis and Advice, including:
Relevant regulations and upcoming changes are proactively identified and clearly communicated
Resulting commercial risks/opportunities are well understood, and associated operational and controls impact articulated
Regulatory Strategic Advocacy, including:
Prioritization and agreement of advocacy priorities across gpti, driven by both business strategies and regulatory landscape developments
Influencing regulations and positions through effective internal (benches, broader reg teams, E&C, reg legal, CE&A) and external (Trading Associations, Regulators, and other industry and governmental bodies) engagements and representations
Responding appropriately and effectively to regulatory change consultations and driving desired outcomes
Project/Deal Assurance, including:
Assurance of the projects within the Carbon portfolio
Functional Assessment and Assurance for all the gpti deals going through DGB and any other approval process
Regulatory Service Digitisation, including
Driving high levels of automation in the regulatory reporting space, adoption of the generative and agentic AI for information gathering & synthesisation, as well as effective data discovery and communication
Required Qualifications & Experience
Experience in commodity regulation and policy processes in gpti’s key jurisdictions; familiarity with commodity/energy market design and regulation
Demonstrated ability to communicate regulatory developments effectively to trading and origination teams, and to represent bp in advocacy with regulatory bodies and trade associations
Proven experience in prioritizing and coordinating cross-functional regulatory programmes to deliver clear business outcomes
Strong stakeholder leadership skills, including the ability to direct work and influence outcomes within a matrix structure, without direct line authority
Experienced team and service leader with proven track record of developing high performing teams and value focused service offerings
