Job Description - Repair Technician

Job Description

Venesky-Brown’s client, a public sector organisation in East Renfrewshire, is currently looking to recruit a Repairs Delivery Technical Officer for a 2-month contract on a rate of £21.48/hour PAYE.

Responsibilities:

- To assist the Repairs Delivery Manager with reactive, cyclical, void and planned maintenance works for occupied and unoccupied Organisation housing from pre-inspection through to post inspection and customer satisfaction, including working with owners affected by common works. This will include raising works orders, managing internal and external contractors, monitoring the standard and quality of works, payment/management of invoices and effective resident liaison throughout. The post-holder will manage legionella and asbestos issues related to works they are responsible for, as with all council properties and ensure that all works undertaken meet statutory, regulatory, policy and best practice requirements.
- To ensure that all Organisation properties meet all legislative and guidance in terms of electrical, asbestos and legionella management in relation to projects / works they are responsible for.
- To supervise the development and daily functions of multi-disciplined trade teams in delivering and in implementation of emergency, responsive and planned repairs.
- To attend and pre-inspect void properties, survey and compile subsequent work programs. Plan repair works effectively using operational resources, closely monitoring progress and switching work streams between void properties as required. Supervise the quality of work carried out, addressing issues timeously and undertaking performance reviews as required. To ensure void properties are brought up to the Organisation’s lettable standard before handover to the allocations team to re-let.
- To attend emergencies where required and take action or instruct work as appropriate in order to minimize risk and timeously report back to senior officers as required
- To monitor operational staffs timekeeping, absence and performance in accordance with Organisation policies and procedures. To adhere to Organisation polices when conducting returns to work, welfare meetings and other absence management processes.
- Where required, deputise and stand in for the Assistant Repairs Delivery Manager and Technical Officers and, in particular, other Technical Officers as required (e.g. to cover absences).
- Working with other maintenance and procurement colleagues, prepare and procure contracts to ensure there are always contracts in place to deliver the works as required.
- To assess and specify work required to respond to repair needs; prepare and despatch necessary orders to contractors.
- To calculate the estimated financial commitment appropriate to the works ordered and monitor financial commitment whilst working within targets.
- To supervise progress of works by means of regular site visits, check workmanship and sign off completed orders.
- To undertake site supervision of minor adaptations and Capital maintenance projects as may be necessary from time to time
- To take a lead role in identifying future maintenance needs and compliance with Health and Safety, Asbestos, Legionella requirements.
- To undertake and record surveys as required to meet the inspection requirements of asbestos regulations
- Work with colleagues across Housing Services to prioritise urgent works and lead on complex repairs and maintenance works.
- Accept emergency and out of hours calls and responding accordingly
- Undertake any relevant legislative

training/development

to ensure compliance and resilience in relation to legionella and asbestos and other health and safety, regulatory or statutory requirements (e.g. SHQS; EESSH)
- Ensure that tenants/customers are kept fully up to date with all reactive and planned repairs and maintenance programmes managed by them
- Ensure the needs of individual, vulnerable residents are identified when delivering projects/works.
- Work closely with residents to resolve issues they may have, including no access issues, and ensure any relevant information regarding residents is passed to contractor (subject to GDPR).
- Effectively engage with colleagues across Housing Services to ensure they have adequate information on works being managed by the post-holder to enable them to fulfil their functions, with a particular focus on links with Housing Officers and the Factoring Team.
- Work closely with Finance, Procurement & Business Support colleagues to ensure compliance with relevant procurement and financial legislation and frameworks.
- Work closely with Compliance, Housing, Factoring Officers, internal and external contractors to progress repairs and maintenance and ensure works are undertaken to the highest standard and quality.
- To ensure housing teams/roles are given appropriate and unambiguous advice
- Carry out customer satisfaction surveys with regard projects/works, collate feedback received, analyse the results, and learn from/ act upon those results as appropriate, amending and developing policy as a result. Prepare reports for managers as directed.
- Investigate, liaise with the complainant / information requester during the investigation, identify a resolution (if possible) and subsequently formally reply in accordance with policy to all stage 1 complaints and requests for information (LAGANS, FOIs, Subject Access Requests, etc.) relating to projects / works, and prepare a draft response for approval by their manager for Stage 2 complaints.
- To provide information as required for the production of performance monitoring and management reports
- To ensure the implementation of the Organisation’s health and safety policies and the compliance with all statutory requirements to ensure the health, safety and welfare of employees, the general public and others.
- Support the wider transformation and change programmes of work within the service and contribute towards continually improving how things are done, embracing digital transformation and new ways of working
- To take personal responsibility for the good use of the Organisation’s resources appropriate to the job level and work area
- Contributes to ensuring that Organisation policies, statutes and government legislation are upheld within their service
- To take responsibility for the development and implementation of their own personal development plan and own continued professional development in those areas relevant to the role within the Organisation.
- To undertake other duties from time to time which are not specified above, which are commensurate to the grade and under the direction of the post’s line manager or other members of the Senior Management Team

Essential Skills:
- Educated to standard grade or equivalent
- I.C.W. or equivalent
- Experience of Local Authority Housing Service
- Experience in budgetary management
- Experience in managing contractors
- Ability to utilise Microsoft Office applications e.g. Word, Excel, Powerpoint
- Excellent verbal and written communication skills
- Sound time management and organisational skills
- Has the customer in mind in the pursuit of positive outcomes
- Uses own initiative to seek guidance and / or assistance if goals or deadlines threatened
- Must be able to work to own initiative, and with little supervision
- Is empathetic with excellent emotional intelligence
- Ability to work as an effective team member

Desirable Skills:
- Relevant health & safety or compliance related qualification e.g. asbestos or legionella
- Experienced in all aspects of construction maintenance methods – all trades
- A working knowledge of maintaining public buildings
- Knowledge of industry-specific systems and software (Servitor, Housing Management systems, OPTI TIME, Covalent, Business Objects)
- Analytically minded, with strong problem-solving skills
- Driving licence
