Job Title: Revenues & Benefits Systems Officer
Location: Office-based (potential for part home working after initial month) Hours: Full-time | 36 hours per week | Monday–Friday
Role Summary
We are seeking a Benefits professional with significant experience in benefit assessment who is looking to progress into a Revenues & Benefits Systems Officer role. The role focuses on maintaining, developing, and improving the Council’s Revenues & Benefits system (Academy), ensuring accuracy, efficiency, compliance, and effective system performance.
You will work closely with operational teams, IT, and external suppliers to support system changes, testing, upgrades, reporting, and data quality.
Key Responsibilities
* Support the effective maintenance and development of the Council’s Academy Revenues & Benefits system.
* Provide system support, advice, and guidance to operational teams and the Academy Systems Manager.
* Manage system updates, reports, changes, and improvements in line with business requirements.
* Assist with testing new releases and resolving day-to-day system issues.
* Produce ad hoc reports and support statutory returns, including subsidy requirements.
* Maintain and update procedure manuals and documentation.
* Support system upgrades and maximise system functionality.
* Liaise with internal teams, external suppliers, and auditors when required.
Skills & Experience Required
* Significant experience in Benefits assessment (HB/CTR or equivalent).
* Strong understanding of Benefits legislation, workflows, and operational processes.
* Experience working in a systems environment with financial information and data.
* Good knowledge of MS Excel (lookups, pivot tables, data manipulation).
* Ability to design processes and prepare complex manuals/procedures.
* Strong communication, organisation, and problem-solving skills.
* Ability to work under pressure, manage deadlines, and adapt to change.
Desirable Skills
* Experience with Academy Benefits IT system.
* Knowledge of QBF, SQL, CAKE/HBAP, Quality Assurance, Appeals, and End-of-Year processes.
* Experience supporting system testing, upgrades, and reporting.
Additional Requirements
* Good literacy and numeracy skills.
* Self-motivated with the ability to work independently and as part of a team.
* Basic DBS disclosure required Only candidates based in UK and eligible to work in UK are allowed
