Contract: Full time, permanent

Salary: £50,000 per annum

Reports to: Director: Heathrow Expansion Independent Community Engagement Board

About CISHA

We are a small, dedicated, independent, non-profit team working to support and engage with those whose lives are impacted by living or working near Heathrow Airport.

Our community engagement board provides a structured mechanism through which the views, concerns, and priorities of local communities and stakeholders can be identified, tested, and reflected during the planning, consenting, and delivery of a third runway, enabling them to meaningfully contribute to the process.

In particular, we would welcome applications from candidates representative of the diverse communities we serve.

About the role

CISHA is seeking a highly motivated and experienced individual to provide secretariat support to our Heathrow Expansion Independent Community Engagement Board (HEICEB).

The successful candidate should possess exceptionally strong secretariat and organisational abilities, with demonstrable experience in providing comprehensive and high-quality administrative support at a senior level.

They will be a self-starter familiar with working remotely, capable of managing multiple priorities independently while working collaboratively within a small, committed team.

This is an exciting opportunity to play a key role in helping to shape how communities, experts, and decision-makers engage on one of the UK’s most high-profile infrastructure projects.

Key responsibilities

Secretariat and coordination

  • Provide full secretariat support to the HEICEB, including meeting organisation, report writing, and minute-taking.

  • Work with the Director and Chair to ensure effective monitoring and tracking of its workstreams and actions, maintaining and managing a log of recommendations made to the airport.

  • Liaise with board members, external experts, scheme promoters, the airport, and other stakeholders, promoting effective communication and timely delivery of outputs.

  • Maintain accurate records, manage email correspondence, and ensure the smooth administrative operation of the HEICEB’s activities.

  • Analyse and synthesise complex information into clear briefings, summaries, and action points for a range of audiences.

  • Keep the Heathrow Expansion Watch website up to date, ensuring content remains current and accurate.

Stakeholder engagement and collaboration

  • Work closely with the team’s Project Manager to keep informed about the priorities of communities and stakeholders.

  • Support the organisation’s wider engagement activities, including assistance with and attendance at events, and CISHA and team meetings as required.

  • Contribute to other collaborative projects across the team as necessary.

Organisational contribution

  • Manage your own administrative workload and that of the HEICEB efficiently, ensuring deadlines and quality standards are met.

  • Uphold CISHA’s commitment to transparency, inclusivity, and independence in all activities.

  • With the Director, contribute to CISHA’s strategic development, identifying potential areas for research or additional expert input, and enhancing its external communications.

  • Work flexibly and collaboratively within a small, supportive team environment.

Essential criteria

  • Proven experience in a secretariat role within a public, not-for-profit, or consultancy environment.

  • Experience supporting senior stakeholders in complex, high-profile or politically sensitive programmes.

  • Demonstrable experience in providing secretariat support to expert groups, boards, or committees.

  • Exceptional written and editing skills, with strong attention to detail.

  • Highly organised, proactive, self-starter, able to manage competing priorities independently.

  • Strong interpersonal skills and ability to build effective working relationships with a diverse range of stakeholders.

  • Commitment to independence, transparency, and constructive and impactful community engagement.

Desirable skills

  • Background in infrastructure development, regulation, or planning policy.

  • Familiarity with the dynamics of community engagement and stakeholder consultation.

  • The ability to produce clear and accurate outputs for a range of audiences, and experience in website content creation.

  • Experience of supporting external communications and publication processes, ensuring outputs are clear, accessible, accurate, and timely.
