Job Description - SEL Fostering Hub Programme Manager

5 months contract with a Local Authority

Pay Rate: £37.41 per hour umbrella

Summary

This is a 5-month contract position with a local authority, offering a pay rate of £37.41 per hour under an umbrella arrangement. The Programme Manager will spearhead the creation and execution of the South-East London Fostering Hub. This initiative is a collaborative effort among multiple authorities aimed at enhancing the recruitment, approval, and retention of foster carers in the region. The role focuses on establishing a regional fostering programme that not only increases the number and diversity of foster carers but also improves outcomes for children by providing stable, local family placements.

Responsibilities

Lead the setup and execution of the South-East London Fostering Hub.

Develop and oversee programme initiation, project plans, milestones, governance structures, and delivery frameworks.

Coordinate various workstreams to ensure projects are completed on time, within scope, and meet agreed outcomes.

Monitor programme performance and regularly report progress to senior leadership and governance boards.

Requirements:

Experience

Extensive experience managing complex programmes or projects within Children's Services, local government, or a similar public sector environment.

Demonstrated success in delivering transformational change and service improvement programmes.

Experience collaborating with multiple stakeholders and partnership organisations.

Qualifications

Degree-level qualification or equivalent professional experience.

Strong understanding of programme and project management methodologies.

Familiarity with local authority structures and service delivery environments.

Additional Information

Working hours are 35 hours per week.

The role is primarily office-based, with the option to work from home up to 2 days per week, depending on engagement and work requirements with the local authority partnership.

Payments are made bi-weekly.
