6 Month Contract With A Local Authority







Job Purpose

To support the effective delivery and monitoring of planning obligations, with a particular focus on Community Infrastructure Levy (CIL) and Section 106 (S106) agreements. The postholder will manage planning contributions, maintain monitoring systems, provide specialist advice, and support the delivery of planning policy and infrastructure projects to enable sustainable development across the borough.













Key Responsibilities



  • Monitor and manage Community Infrastructure Levy (CIL) and Section 106 (S106) agreements and associated processes.

  • Maintain and develop planning monitoring systems relating to CIL, S106, and planning obligations.

  • Provide specialist advice on planning obligations, infrastructure delivery, and related planning policy matters.

  • Support the preparation, implementation, and review of planning policy and housing strategy documents.

  • Lead or support the commissioning and management of external consultants undertaking evidence base studies.

  • Prepare reports and present findings to Council, Cabinet, committees, and other stakeholder meetings.

  • Liaise with internal departments, developers, statutory bodies, parish councils, neighbourhood forums, and other stakeholders.

  • Support planning appeals, examinations, and public inquiries where required.

  • Ensure planning obligations are administered in accordance with relevant legislation, policy, and Council procedures.

  • Provide guidance and support to colleagues and contribute to continuous service improvement.









Requirements



  • Proven experience managing and monitoring Community Infrastructure Levy (CIL) and Section 106 (S106) agreements and processes.

  • Good understanding of planning legislation, planning obligations, and local authority planning procedures.

  • Experience maintaining planning or development monitoring systems.

  • Strong organisational skills with the ability to manage multiple priorities and meet deadlines.

  • Excellent communication and stakeholder management skills.

  • Ability to prepare reports and present information clearly to a range of audiences.

  • Experience working collaboratively with internal teams and external partners.

  • Ability to travel throughout the borough as required.

  • Planning qualifications are desirable but not essential; candidates with substantial CIL and S106 experience will be considered.









Additional Information



  • Location: Council House, Solihull.

  • Hours per Week: Full-time (37 hours).

  • Bi-Weekly Payments
