DescriptionCostain have won extensive work across the water sector this year to support the AMP 8 investment cycle. We have been appointed by United Utilities as one of 7 partners to the Enterprise, delivering £5.5bn of projects in the Asset Management Period 8 (AMP8) between 2025 – 2030, and AMP 9 (2030 – 2035). Our scope is to provide project management, design, construction and commissioning services on design and build schemes throughout the Northwest and Cumbria region covered by United Utilities. Projects vary in value, covering both infrastructure and non-infrastructure assets on water and wastewater sites with wider Enterprise partners.
As part of the AMP8 Wigan WwTW is seeing a £230m upgrade which is being delivered by Costain, along with our partners MWH Treatment. Costain scope will see the civils construction, mechanical & electrical fit out & commissioning of a new ASP & MBR plant, the largest in the UK. Scope of works will include (but not limited to); earthworks, pilling, significant reinforced concrete, mechanical pipework & electrical fit out.
The role is to ensure the effective performance of all quality activities against the compliance requirements of project specifications and standards. Endorse and demonstrate good quality attitudes and behaviours in line with the company policy values. Promote and develop a ‘Right First Time’ culture throughout the project. Support the site team, undertake internal audits and assist with close out actions.

ResponsibilitiesResponsibilities
- Work with Enterprise Quality Manager to Implement and maintain the Contract management and Quality Plan and Policy, procedures as required. Provide feedback, report to Quality Manager/Lead, and contribute to regular Quality meetings.
- Work with the project delivery team to ensure “Right First Time” and drive positive quality and Health and Safety cultures.
- Maintain a good working relationship with Client and associated project personnel
- Maintain accurate QA/QC records, traceability documents and testing reports
- Work with Package managers and lab/materials managers to ensure materials being incorporated into the Works comply with the specification, supporting the Enterprise Material Approval process and any testing requirements
- Attend /Facilitate as required, Quality Risk Reduction meetings, provide insight and contribute to creation of RAMS.
- Assist project team with creation of ITPs and ensure relevant inspection and hold points are identified and programmed.
- Engage with supply chain to review and approve Quality Documentation.
- Assist Construction team engineers to create and maintain quality documentation and assist with inspections of works in process and completed
- Undertake inspections, attend hold points, monitoring quality and compliance with standards as part of the day-to-day running of the project.
- Identify Non-Conformances and Defects against approved detailed design. Contribute to Root Cause analysis, resolution, and prevention of further occurrences.
- Assist with planning and carrying out audits of the works on site and possibly off-site fabrication facilities.
- Assist with collating and compiling Client handover documentation.
Knowledge, Skills, and Experience
Essentials
- Experience in a quality process within the construction industry.
- Organized individual with good communication skills
- Experience in multi discipline works , Civils /Mechanical/Electrical
- Knowledge of ISO 9001:2015
- Meticulous attention to detail
- Leading Meetings and working as part of the integrated delivery team

QualificationsEssential
- Be on track or have achieved professional qualifications such as Chartership or Incorporated Status
- Educational experience relevant to their engineering discipline, ideally degree qualified to a 2:1 or better
- Secondary level education, such as A levels, BTEC, T levels etc
- Safety passport or similar
- Full UK driving licence
