Job Description - Senior Engineer (Highways)


6 Month Contract With A Local Authority







Job Purpose

To lead and support the design, development and delivery of highways, traffic management, road safety, active travel and public realm improvement schemes across the London Borough of Hackney.

The postholder will provide specialist technical expertise throughout the project lifecycle, from initial concept and design through to consultation, approvals and implementation. The role will focus initially on road safety, collision reduction and cycling schemes, ensuring projects are delivered safely, efficiently, in accordance with relevant legislation and design standards, and in support of the Council’s wider transport and highways objectives.













Key Responsibilities



  • Lead and support the development and delivery of highways, traffic management, road safety, cycling, bus priority, liveable neighbourhood, school streets, play streets and public realm schemes.

  • Design and implement highway and traffic engineering schemes in accordance with agreed programmes and current standards.

  • Produce, review and technically appraise engineering drawings, technical notes, briefing documents and design proposals using AutoCAD.

  • Undertake site visits and accurately record existing highway assets and site conditions for incorporation into engineering designs.

  • Provide professional technical recommendations and identify appropriate design amendments where required.

  • Manage and progress civil and highway engineering matters, responding effectively to enquiries and complaints.

  • Apply relevant highway legislation, regulations, design guidance and industry best practice to project development and delivery.

  • Support and lead public consultation exercises, engaging effectively with residents, elected Members, stakeholders and partner organisations.

  • Prepare consultation materials, technical reports and documentation for delegated approval.

  • Present complex technical information clearly to both technical and non-technical audiences.

  • Work closely with Principal Engineers throughout the design and delivery of schemes.

  • Liaise with contractors on site to review designs, agree construction methodologies and resolve technical issues.

  • Assess and manage risks associated with project delivery and implementation.

  • Prepare contractor information packs, including construction drawings, traffic management plans, CDM documentation and permit-to-work requirements.

  • Prepare accurate bills of quantities and support the procurement and implementation of works.

  • Monitor construction and implementation to ensure schemes are delivered safely, efficiently and in accordance with approved designs.

  • Ensure all relevant statutory processes and legal documentation are completed for temporary and permanent highway works.

  • Manage and progress Traffic Management Orders, Section 14 Temporary Traffic Orders, Section 90 Notices, Section 23 Crossing Notices and other relevant highway and traffic processes.

  • Represent the Council as a technical expert on highways, traffic and engineering matters.

  • Deputise for the Principal Engineer when required.

  • Supervise, support and mentor staff where necessary and contribute to training, development and performance management.

  • Contribute to the continuous improvement and development of the Highways Service.

  • Ensure statutory, legal, customer service and best value requirements are met across all areas of responsibility.









Requirements



  • Degree or equivalent qualification in Civil Engineering, Highway Engineering, Traffic Engineering or a related discipline.

  • Relevant post-qualification experience in highways, traffic or civil engineering.

  • Membership of, or eligibility for membership of, a relevant professional institution.

  • Extensive practical experience in traffic, transport, highway or civil engineering.

  • Significant experience designing and delivering highways, active travel, road safety and/or traffic management schemes.

  • Strong practical experience using AutoCAD to produce and amend engineering drawings.

  • Ability to read, interpret, review and technically critique engineering drawings and design proposals.

  • Strong knowledge of London Cycling Design Standards (LCDS), including LTN 120 and cycle quality criteria.

  • Good working knowledge of the Design Manual for Roads and Bridges (DMRB) and Traffic Signs Regulations and General Directions (TSRGD).

  • Strong understanding of the Traffic Management Act and relevant highway legislation, regulations and approval processes.

  • Experience managing projects, programmes, competing priorities and project risks.

  • Experience of public consultation and stakeholder engagement, including working with residents, elected Members, contractors and external organisations.

  • Experience preparing technical reports, briefing notes, consultation materials and professional recommendations.

  • Experience supporting the construction and implementation of highway schemes.

  • Knowledge and experience of Traffic Management Orders and other statutory highway processes.

  • Excellent written, verbal and interpersonal communication skills.

  • Ability to present technical information effectively to a range of audiences.

  • Ability to work independently while contributing effectively to a wider professional team.

  • Experience supervising, mentoring or supporting the development of staff is desirable.
