Job Description - Senior Estates and Investments Surveyor


6 Month Contract With A Local Authority







Job Purpose

The Interim Estates & Investments Senior Surveyor will play a key role in managing and enhancing the Council's Property Investment Portfolio (PIP), maximising revenue income, minimising expenditure, and delivering capital receipts through strategic property transactions. The postholder will lead complex property, regeneration, investment, acquisition and disposal projects, working collaboratively across Council services and with external partners to support the Council's commercial, regeneration and growth objectives.

The role will provide professional property expertise, lead negotiations with stakeholders and developers, oversee asset management activities, and support the delivery of Council priorities through effective management of land and property assets.













Key Responsibilities



  • Manage the Council's Property Investment Portfolio to maximise rental income, minimise expenditure, and ensure compliance with all relevant legislation and regulatory requirements.

  • Lead the disposal, acquisition, investment and development of land and property assets to generate capital receipts and support regeneration objectives.

  • Identify and progress opportunities to enhance asset value through development, planning, investment and commercial initiatives.

  • Develop and present detailed business cases, feasibility studies and option appraisals for property-related projects and transactions.

  • Undertake and oversee complex property valuations in accordance with RICS standards and statutory requirements.

  • Lead negotiations with developers, landowners, tenants, occupiers, partners and other stakeholders to secure the best outcomes for the Council.

  • Manage planning-related property matters to maximise development potential and asset values.

  • Support the delivery of regeneration, housing growth and employment projects, including those funded by the West Midlands Combined Authority and Central Government.

  • Instruct and manage external consultants, surveyors, solicitors and other professional advisers across a range of property and development projects.

  • Provide expert professional advice to senior officers, elected members and Council services on property, investment, development and regeneration matters.

  • Monitor project delivery to ensure effective management of costs, timescales, risks and quality standards.

  • Support the delivery of the Council's disposal and reinvestment programme and wider corporate property objectives.

  • Maintain strong governance, audit and reporting arrangements across all property transactions and projects.









Requirements

Essential



  • Degree-qualified in a relevant property discipline.

  • Professional membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent recognised professional qualification.

  • Significant experience in commercial property management, asset management, acquisitions, disposals and investment activities.

  • Demonstrable experience delivering property-related projects, regeneration initiatives and capital receipt programmes.

  • Strong understanding of landlord and tenant legislation, property law, valuation principles and asset management practices.

  • Experience preparing complex business cases, feasibility studies and investment appraisals.

  • Proven ability to lead complex negotiations and secure commercially advantageous outcomes.

  • Strong commercial acumen with the ability to identify opportunities, manage risk and maximise asset value.

  • Experience working with senior stakeholders, elected members, external partners and professional advisers.

  • Excellent project management, report writing and presentation skills.

  • Ability to work autonomously and manage a varied and complex workload.

Desirable



  • Experience working within a local authority or public sector environment.

  • Experience managing regeneration schemes and externally funded development projects.

  • Knowledge of public sector governance, procurement and decision-making processes.

  • Experience working on strategic property investment and development programmes.

  • Hours: 37 Hours Per Week

  • Location: Telford And Wrekin Council

  • Payment Frequency: Bi-weekly payments
