Location: Stanlow Manufacturing Complex, Ellesmere Port


Employment Type: Site Based Full Time Role 5 days per week Monday-Friday

About the Role


As Senior Regulatory Planner, you will support and deputise for the Regulatory Planning Manager, leading planning and consent activities across a multi-billion-pound portfolio of energy, infrastructure and industrial development projects.


You will manage complex planning applications, including TCPA and DCO projects, ensuring timely approvals, regulatory compliance and successful project delivery. Working closely with project teams, consultants, regulators and community stakeholders, you will play a key role in delivering Essar's strategic growth ambitions.


Key responsibilities:



  • Lead planning and consent activities for major infrastructure and industrial projects.

  • Manage TCPA applications, DCO requirements and supporting technical workstreams.

  • Oversee planning consultants, contractors and project budgets.

  • Build and maintain relationships with regulators, local authorities and community stakeholders.

  • Ensure compliance with planning legislation, environmental regulations, NPS, NPPF and local planning policy.

  • Support the development of the Site Master Plan and future Local Development Order ambitions.



















About You


You are an experienced planning professional with a strong track record of delivering planning consents for complex infrastructure, energy, industrial or brownfield developments. You combine technical planning expertise with excellent stakeholder management skills and the ability to lead multiple workstreams in a fast-paced environment.


You'll bring:



  • A degree in Urban Planning, Architecture, Environmental Science or a related discipline.

  • Experience leading significant elements of complex planning applications including development of consenting strategies, management of multidisciplinary teams, coordination and submission of application documents and securing associated consents.

  • Experience of post-consent delivery, including the discharge and management of planning conditions and other consent requirements

  • DCO experience within UK Nationally Significant Infrastructure Projects. (NSIPs)

  • Strong knowledge of the UK planning system, including the Town and Country Planning Act, NPPF, NPS and local planning policy.

  • Experience of Environmental Impact Assessment (EIA) and sustainable development principles.

  • Strong project management, analytical and problem-solving skills.

  • Excellent communication and relationship-building skills, with the confidence to engage senior stakeholders, regulators and local communities.

  • A proactive and collaborative approach, with the ability to work independently while also supporting and contributing to a wider team


Desirable:



  • Chartered RTPI membership, or a credible plan to achieve chartership within 18 months.
