The Service & Team:
Cornwall Council's Licensing Service sits within the Community Well being Directorate, undertaking key regulatory functions.
The service is a large team responsible for licensing activities. These include alcohol and entertainment licensing, taxi and private hire, street trading, scrap metal, animal licensing, caravan and park homes, pavement licensing, gambling and more.
The Licensing Service processes and determines thousands of applications each year, while adhering to regulation and legislation, also developing and maintaining the policies and procedures that underpin licensing functions.
Its work encompasses application management, providing advice and guidance to a wide range of customers, including residents, businesses, external and internal partners.
Through this broad regulatory role, the service helps to promote public safety, support local businesses, and maintain high standards across licensed activities in Cornwall.

The Role:
As a senior technical officer, you will provide efficient administrative and technical support across a range of licensing functions, currently, predominately applications for the Taxi and Private Hire Trade and Temporary event notifications.
You will work closely with colleagues, customers, and stakeholders to ensure processes are delivered accurately, on time, and in line with legislation and council procedures.
Deliver high standards of customer service, responding to enquiries and helping resolve customer issues effectively.
Undertake a range of transactional and administrative tasks, including processing applications, arranging bookings, and handling payments.
Assess and determine straightforward cases ensuring compliance with legal requirements and deadlines.
Maintain a strong working knowledge of relevant legislation and procedures, including ensuring application procedures are followed.
Ensure accuracy and efficiency in data handling, record keeping, and reporting.
Collaborate with colleagues and external stakeholders to improve service delivery and customer outcomes.
Contribute to a positive, collaborative working environment, promoting knowledge sharing and continuous improvement.
Take responsibility for your own professional development and contribute to service planning and team objectives.
Carry out other duties appropriate to the role as required.
This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.
Working Pattern:
The role is for 29.6 hours a week, there is some flexibility on days worked.
The role is hybrid, however, to meet customer needs you will be expected to work 2 days a week in an office.
What you’ll need to succeed:
You will be an organised and proactive individual with excellent communication skills and a commitment to delivering high-quality services. You will also have:
• 5 x GCSE’S or equivalent
• A friendly approachable manner
• Experience in an administrative or customer-focused role
• Strong attention to detail and ability to manage competing priorities
• Good understanding of IT systems and databases
• Ability to interpret procedures and apply them consistently
• Confidence in working both independently and as part of a team
• A willingness to learn and develop knowledge of relevant legislation and regulatory processes
