Senior Transport Planner – Shaping Strategic Highways at Hampshire County Council.


 


Hampshire County Council is seeking an experienced Senior Transport Planner to help guide and influence the delivery of key developments across the region. This is a unique opportunity to provide expert strategic advice on planning applications while negotiating forward-thinking transport improvement packages that support growth and enhance connectivity.

The Role:

In this role, you will provide trusted strategic transport advice on significant planning applications and play a central role in securing innovative transport solutions through Section 106 and 278 agreements, ensuring developments are supported by safe, efficient, and sustainable infrastructure.


 


Working at the heart of development and infrastructure delivery, you will collaborate with developers, consultants and landowners to negotiate and progress innovative Section 106 and Section 278 agreements, helping secure sustainable transport improvements that make a real difference.

What you’ll do:

We are seeking a proactive and knowledgeable professional to join our Development Planning team, where you will play a key role in delivering high-quality highway advice on planning applications, negotiating and managing highway agreements, and developing effective Travel Plans. You will support the County Council’s involvement in major infrastructure projects and provide line management guidance to junior staff. The role requires strong communication skills, as you will liaise with District Councils, developers, Council Members, the public, and internal colleagues through a range of channels.


 


You will contribute to the efficiency of the wider team, help facilitate a responsive pre-application service, and support local plan development through engagement and consultation. In addition, you will prepare technical reports, committee papers, and planning appeal documentation, attending meetings where required and contributing to the ongoing development of policies and best practices.

What we’re looking for:

We’re looking for a proactive transport professional with A-Level (or equivalent) qualifications and some relevant experience, ideally working towards a professional qualification. You’ll need strong IT skills, great communication and presentation abilities, and enjoy working as part of a team. You’ll be comfortable analysing data, interpreting transport models, and writing clear reports, emails and letters, with a good understanding of planning policies like the NPPF and LTP4.



You’ll be someone who picks things up quickly, adapts easily to change, and can build positive relationships with colleagues and stakeholders. Political awareness and a flexible approach are important, as is a full driving licence, since the role involves travelling across Hampshire and nearby areas. A relevant degree and an understanding of wider corporate priorities would be a bonus.
