Job Description - Sheltered Scheme Manager


3 Month Contract With A Local Authority











Job Purpose:

To work within a team to deliver a high standard of housing-related support to older and vulnerable residents living in sheltered housing schemes. The postholder will promote the health, safety, wellbeing, and independence of service users, enabling them to maintain their tenancies and actively participate in decisions that affect their housing and support.

The role requires a respectful and sensitive approach in all interactions with residents and visitors, maintaining professionalism, confidentiality, and compassion to foster trust and dignity. The Scheme Manager will work in partnership with internal colleagues and external agencies to ensure the service is of high quality, person-centred, and responsive to individual needs.

While part of a wider team, the role involves a high level of lone working and requires the ability to manage frequently changing circumstances, conflicting priorities, and time-sensitive issues across one or more sheltered schemes.


Key Responsibilities:



  • Deliver daily housing-related support services to residents in line with service standards and individual needs.


  • Carry out regular welfare checks and respond appropriately to concerns regarding health, wellbeing, or safeguarding issues.


  • Support residents in maintaining their independence, promoting healthy lifestyles and access to relevant health and community services.


  • Facilitate social activities and encourage community engagement to reduce isolation and build resilience among residents.


  • Assist residents in understanding and maintaining their tenancy obligations, offering support with budgeting, benefits, and low-level tenancy sustainment where appropriate.


  • Ensure the physical environment of the scheme is safe, clean, and well-maintained, reporting repairs and hazards promptly.


  • Manage building security and monitor access to ensure resident safety.


  • Maintain accurate records and case notes, ensuring data protection and confidentiality protocols are followed.


  • Respond to emergencies, including activating emergency procedures and contacting emergency services where necessary.


  • Work closely with other departments, health professionals, social services, and community partners to ensure holistic support is provided.


  • Attend team meetings, training, and supervision sessions to support personal development and service improvement.


  • Manage your own workload effectively in a lone-working environment, making decisions based on service protocols and risk assessments.



Requirements

The successful candidate will be able to demonstrate:



  • Experience of working with older or vulnerable adults in a housing, care, or support setting.


  • Strong interpersonal skills with the ability to build trusting, professional relationships.


  • Confidence to work independently, manage changing priorities, and make sound decisions under pressure.


  • Knowledge of housing management principles and tenancy sustainment issues.


  • Understanding of safeguarding, health and safety, and confidentiality requirements.


  • Good written and verbal communication skills, with the ability to maintain accurate records and liaise effectively with professionals.


  • Basic IT skills, including the use of email, reporting systems, and digital records.


  • A caring, empathetic, and non-judgemental approach to supporting individuals with varying needs.


  • Flexibility to adapt to the changing needs of residents and the service.


  • Knowledge of relevant policies and legislation (e.g. Equality Act, Care Act, Data Protection, Safeguarding Adults).
