Role Overview The Site Engineer (Agency) will act as the engineering representative during rail possessions for Temporary Works and Instrumentation & Monitoring (I&M) installations ahead of the TBM route. The role will be responsible for safe and efficient delivery of works during possessions, including go/no-go presentations and other rail planning, coordination of subcontractors, and accurate reporting of shift activities. The role will predominantly involve night shifts and weekend working, aligned to possession access. Works are planned to continue until 2031.
Key Responsibilities Possession Planning & Pre-Construction - Support planning and readiness activities for rail possessions, ensuring all documentation, resources, and access requirements are in place ahead of shift. - Review and understand possession plans, work scope, methodology, and constraints prior to access. - Interface with planners, possession management teams, and construction teams to ensure alignment on delivery strategy. - Ensure all required permits, isolations, and access arrangements are confirmed prior to works commencing.
Go / No-Go Decision Making - Participate in and support pre-possession briefings and readiness reviews. - Assess documentation, and resource availability to inform go/no-go decisions. - Ensure all safety, technical, and assurance requirements are met prior to authorising commencement of works. - Clearly communicate decisions and escalate any constraints or risks that may impact safe delivery.
Delivery & Subcontractor Management - Act as the on-site engineering lead during possessions for Temporary Works and I&M installations. - Supervise and coordinate subcontractors to ensure works are delivered in accordance with approved RAMS, standards, and programme. - Ensure work is undertaken safely within the constraints of the rail environment and possession limits. - Monitor progress against the possession plan and ensure efficient use of available access time. - Manage interfaces between different work activities within the possession.
Temporary Works & I&M Installations - Oversee installation, modification, or removal of Temporary Works within rail possessions. - Ensure all Temporary Works are implemented in accordance with approved designs and procedures. - Supervise I&M installation activities, ensuring correct positioning, specification compliance, and protection of assets. - Verify that monitoring equipment is installed and commissioned in line with project requirements.
Health, Safety & Rail Compliance - Maintain full compliance with rail safety standards and project Health & Safety requirements. - Ensure all operatives are briefed and signed onto task briefings prior to starting work. - Monitor site activities and intervene where unsafe acts or conditions are observed. - Ensure safe systems of work are implemented and followed at all times. - Comply with all Network Rail / London Underground rules, standards, and possession protocols.
Reporting & Closeout - Produce detailed shift / possession reports, capturing progress, issues, delays, and key events. - Record any deviations from plan, incidents, or observations for escalation and follow-up. - Ensure all works are left in a safe condition prior to handback. - Support handback processes and confirm completion in line with possession requirements. - Provide feedback and lessons learned to support continuous improvement.
General Duties - Maintain accurate site records and documentation throughout the shift. - Ensure materials, plant, and resources are effectively utilised within the possession window. - Identify and escalate risks, constraints, or changes impacting delivery. - Work collaboratively with all stakeholders to ensure successful execution of works.
Working Pattern - Predominantly night shifts - Regular weekend possession working - Occasional midweek night shifts aligned with planned access
Qualifications & Requirements
- Valid Network Rail PTS (Personal Track Safety) certification (essential) - London Underground equivalent competencies (e.g. LU Track Access / Sentinel / BTA / ICI as applicable) - CSCS card (relevant level) - Temporary Works awareness (TWC/TWS experience beneficial) - Experience working in rail possessions or similar constrained access environments
